Grand jury in Richmond indicts 6, including former DMV employee, on ID conspiracy charges

RICHMOND, Va. — A federal grand jury in Richmond has indicted six people on charges of conspiring to purchase the identities of U.S. citizens and using the information to obtain ID cards, driver's licenses and passports for illegal aliens.

U.S. Attorney Neil MacBride announced the indictments Friday.

Among those charged are 29-year-old Cynthia Salamanca of Richmond and 23-year-old Roberto Lainez of Chesterfield County. The indictment says Salamanca obtained social security cards and birth certificates from U.S. citizens and sold them to illegal aliens, whom she accompanied to the Department of Motor Vehicles and other governmental agencies to get official ID cards and licenses.

Salamanca allegedly bribed Lainez, who worked for the Virginia DMV, to assist in the scam.

Salamanca's attorney declined to comment, and Lainez's attorney did not immediately return a phone message.
