    Well, seeing as how most of Mexico is in the control of drug cartels, the answer to the question is....

    I don't know but Calderon seemed to be a little nervous when California was attempting to legalize marijuana this past election; enough so to come out against the measure, with some lame excuse it will only increase demand or something like that. Was he afraid it might cut into mexico's profits?
