Most of Mexicos population and the origin of the undocumented here is in rural Mexico and not Mexico City's slums or suburbs.
The slums are much worse than these new suburbs.
The description of Zumpango sounds like Soweto in South Africa. Using Soweto as an example there is going to be a shake out. Even with identical housing certain neighborhoods will start to seem better. As some of the buyers succeed they will buy out neighbors and then break down walls. Those areas with the best traffic will see commercialization of houses to shops.I support enforcement and see its lack as bad for the 3rd World as well. THIS IS A POSITIVE SIGN AND IT IS EXACTLY WHAT LATIN AMERICA NEEDS! Any program in Mexico that truely helps the poor is exactly what is need because this will help keep them THERE.....!!
