    More severe punishment to conductive ebrios, when they hit

    The House of Representatives analyzes the possibility of hardening the measures for the granting of licenses to drive automobiles, due to the high number of road accidents, that reach the annual number of 450 thousands.

    You are right! The whole point is that they claim we are discriminating against illegals having access to a driver's license; and their own country doesn't even want to give them one.
