VICTORIA, Texas (AP) - The Minuteman Civil Defense Corps has named the new leader of its Texas branch after the previous supervisor resigned, alleging disorganization and racism in the Goliad County chapter.

Al Garza, a retired private investigator and Arizona resident, will supervise all Texas chapters. Bill Parmley, president of the Goliad chapter and supervisor of the other Texas chapters, resigned both positions Monday.

Parmley, who lives in Goliad County, accused members of working to undermine Goliad County Sheriff Robert DeLaGarza because he is Hispanic. He also said the group was holding secret meetings without him in violation of the bylaws.

Kenneth Buelter, vice president of the Goliad-area chapter, assumed the duties of acting president until members meet next week. Buelter declined to comment about the allegations.

"I will let my actions and our group's actions speak for themselves as far as the accusations about racism," Buelter said. The Minuteman group drew national attention earlier this year for its volunteer patrols of the U.S.-Mexico border in Arizona. It is planning similar patrols in Texas this fall.
