    Splitting the family would be entirely the choice of the illegal alien parents, as the children could accompany deported parents to their countries of origin.

    Allowing illegal aliens to use children to anchor them to the US would pile folly on top of folly.

    HISPANIC UNMARRIED BIRTHRATE IS THREE TIMES WHITES' AND ASIANS' AND ONE-AND-A-HALF TIMES BLACKS': "Every 1,000 unmarried Hispanic women bore 92 children in 2003 (the latest year for which data exist), compared with 28 children for every 1,000 unmarried white women, 22 for every 1,000 unmarried Asian women, and 66 for every 1,000 unmarried black women."

    BIRTHS TO UNMARRIED FEMALES NEARING HALF OF HISPANIC BIRTHS: "Forty-five percent of all Hispanic births occur outside of marriage, compared with 24 percent of white births and 15 percent of Asian births (data from Center for Disease Control). [NOTE: "...black out-of-wedlock births—68 percent—exceeds the Hispanic rate. But the black population is not going to triple over the next few decades."]

    TEEN BIRTHRATE FOR MEXICANS FAR OUTSTRIPS TEEN BIRTHRATE FOR OTHER ETHNIC GROUPS: "The Mexican teen birthrate is 93 births per every 1,000 girls, compared with 27 births for every 1,000 white girls, 17 births for every 1,000 Asian girls, and 65 births for every 1,000 black girls."

    BEST EXPLANATION: CULTURAL DIFFERENCES:

    1) HISPANIC TEENS — AND THEIR PARENTS — VIEW TEENAGERS HAVING BABIES OUT-OF-WEDLOCK AS NORMAL: Dr. Ana Sanchez delivers babies at St. Joseph's Hospital in the city of Orange, California: Hispanic teenagers view having a child at their age as normal. "Most alarming," the teens' parents "view having babies outside of marriage as normal, too. A lot of the grandmothers are single as well; they never married, or they had successive partners. So the mom sends the message to her daughter that it's okay to have children out of wedlock."

    2) ETHNIC GROUPS VARY IN THE VALUE THAT THEY PLACE ON EDUCATION — AND HENCE AVOIDANCE OF EARLY PREGNANCY: Dr. Sanchez: "I'm Hispanic myself. I wish I could find out what the Asians are doing right." Her guess: Passion for education innoculate Asian children against teen pregnancy and the underclass trap: "Hispanics are not picking that up like the Asian kids."

    FOR HISPANIC TEEN FATHERS, GIRLFRIEND'S PREGNANCY IS ABOUT PEER RESPECT: Kathleen Collins of Planned Parenthood of Orange and San Bernardino Counties: "We're seeing a lot more 13- and 14-year-old fathers"; Scott Montoya, an Orange County sheriff's deputy: "It's now all about getting girls pregnant when you're age 15"; Health worker Jason Warner: "A lot of [the adolescent sexual behavior] has to do with getting respect from one's peers."

    WITH NORMALIZATION OF OUT-OF-WEDLOCK TEEN PARENTHOOD COMES DEPENDENCE: "MARRIAGE TO THE STATE": "Despite the strong family support, the prevalence of single parenting among Hispanics is producing the inevitable slide into the welfare system. ‘The girls aren't marrying the guys, so they are married to the state,' Dr. Sanchez observes. Hispanics now dominate the federal Women, Infants, and Children free food program . . . Illegal immigrants can get WIC and other welfare programs for their American-born children."

    WORK ETHIC SURVIVES DECLINING MARRIAGE RATES AND INCREASED WELFARE DEPENDENCE — BUT FOR HOW LONG? "...for all these markers of social dysfunction, fatherless Hispanic families differ from the black underclass in one significant area: many of the mothers and the absent fathers work, even despite growing welfare use . . . How these two value systems—a lingering work ethic and underclass mating norms—will interact in the future is anyone's guess. Orange County sheriff's deputy [Scott] Montoya says that the older Hispanic generation's work ethic is fast disappearing among the gangbanging youngsters whom he sees. ‘Now, it's all about fast money, drugs, and sex.' It may be that the willingness to work will plummet along with marriage rates . . . Or it may be that the two contrasting practices will remain on parallel tracks, creating a new kind of underclass: a culture that tolerates free-floating men who impregnate women and leave, like the vast majority of black men, yet who still labor in the noncriminal economy."

    GRAY DAVIS, Former California Governor says "we have a right as a country to say who comes into this country and who does not"..... "only so many people can fit into a lifeboat or it will sink."

    DANA ROHRABACHER, U.S. Congressman advocates eliminating the policy of allowing family reunification, benefits and providing jobs for illegal immigrants. He says every one immigrant can bring in 90 family members.

    ARNALDO TORRES, Calif. Hispanic Heath Care Assn. and National Exec. Dir. League of United Latin American Citizens (1979-85): Says that illegal immigration is an economic problem and he does not support ending the family re-unification program for immigrants.

    RUBEN RUMBAUT, UCI PROFESSOR OF SOCIOLOGY: Says that 60 percent of all Mexicans, in Mexico, have relatives have relatives in the United States in Mexico. He notes that the "Vital Ratio" (in the United States) among whites is one birth to one death and among Hispanics is eight births to one death which creates a disproportionate imbalance in the population.

    I'm thinking that we will see much more unrest and hardship fallout from this than we ever did from the proverbial 'inner cities' of the 60s, because of the changes made during welfare reform. The benefits only run for a few years max. Clients are pretty much forced into jobs, any jobs. There is a collision coming between these people's expectations and our society's reality.

    You're right Betsy, and I hope its a big collision because its going to take something of this magnitude for all Americans to unite and get behind fixing this problem.
