The American trucking industry is very concerned about the Mexican trucks poised to race through the United States. We all should be. Thank the North American Free Trade Agreement.

All of the fears — the driving skills of alien truckers, the safety of their vehicles and their ability to communicate in English, keep accurate records and obey commercial carrier laws — can be distilled into one word: Trust.

The test program permits up to 100 Mexican-based trucking companies — with no limit to the size of their fleets — to overrun the United States to pick up or deliver.

The Federal Motor Carrier Safety Administration, part of the Department of Transportation, is responsible for implementation. However, given the Bush administration’s indifference to enforcing immigration law, why would anyone trust that President Bush suddenly will begin enforcing test program rules?
