    Resignation From Key Department on Immigration Enforcement Adds Wrinkle to Measures Being Considered in Congress

    Janet Napolitano said Friday she will resign as Homeland Security secretary, a departure of a key cabinet member that could complicate immigration politics in Congress.

    An Obama administration official said Ms. Napolitano plans to leave her post in early September. Her announcement comes as Congress wrestles with legislation that would overhaul the nation's immigration laws. The Democratic-controlled Senate has passed a bill, and GOP leaders in the House may offer their own immigration measure.

    Some Republicans have insisted the government tighten security along the U.S. border before allowing new immigration rules to go into effect. How tighter security would be accomplished—and how it would be measured—are big sticking points in the debate. The department and its agencies are responsible for border security and immigration enforcement.

    "When the successor goes through the confirmation process, the immigration issue will be front and center," said Michael Chertoff, Ms. Napolitano's predecessor under George W. Bush's administration. "That person will have to be prepared to speak to some of the challenges involved, particularly in the area of border security."

    That confirmation process itself could become a sticking point, as Democrats are on the verge of changing the rules on nominees, a so-called "nuclear option" that could bring all Senate business to a standstill. Under a change being considered by Majority Leader Harry Reid (D., Nev.), Democrats would need just 51 votes to approve executive-branch nominees, rather than the 60 votes effectively required today. Republicans vow retaliation.

    "A lot depends on whether Republicans live up to the threats that they're making," said Dan Holler, a spokesman for Heritage Action for America, the lobbying arm for the conservative Heritage Foundation. "If you take them at their word that they're going to shut down the U.S. Senate if Reid goes nuclear, then this will have a huge impact on everything from immigration to homeland security secretary to appropriations."

    The successor to Ms. Napolitano, who has been nominated to serve as president of the University of California system, will have to be first approved by the Homeland Security and Governmental Affairs Committee. The panel's chairman, Sen. Tom Carper (D., Del.), and its ranking Republican, Sen. Tom Coburn of Oklahoma, have enjoyed a solid relationship, aides said, and a Carper aide said she doubts that Republicans on the panel would seek to delay the nominee, even if the Senate rules are changed for the confirmation of executive-branch nominees.

    The Department of Homeland Security was created after the Sept. 11, 2001, terror attacks, and Mr. Chertoff said she performed well in guiding the department into its second decade—and that her successor will have to heighten cybersecurity coordination between the government and private companies.

    Administration officials offered no details about who might succeed Ms. Napolitano, a 55-year-old former federal prosecutor and ex-governor of Arizona. Possible candidates within the department, according to observers, include Craig Fugate, the head of the Federal Emergency Management Agency, and John Pistole, head of the Transportation Safety Administration.

    Sen. Charles Schumer (D., N.Y.), urged the White House to select Ray Kelly, the commissioner of the New York Police Department, but several officials described that as unlikely.

    Ms. Napolitano in a statement said the agency during her time at the helm had made travel safer, bolstered border security, helped states better respond to disasters and worked with companies to fight cyberattacks.

    The president in a statement said she had "worked around the clock" on various disasters, including the 2011 Joplin, Mo., tornado and last year's Hurricane Sandy. On immigration policy, he said: "Since day one, Janet has led my administration's effort to secure our borders…while also taking steps to make our immigration system fairer and more consistent with our values."

    Ms. Napolitano has faced criticism from both sides of the political spectrum. Conservatives have questioned her approach to border security, while advocates for an immigration overhaul have faulted her department for deporting illegal immigrants.

    Ali Noorani, executive director of the National Immigration Forum, an advocacy group that favors an immigration overhaul, said Ms. Napolitano "was in a tough position where she had to enforce even what she recognized was a bad set of laws."

    New York’s top Department of Homeland Security cop is suing Department of Homeland Security Chief Janet Napolitano in an explosive but heretofore unnoticed federal lawsuit alleging Homeland Security employment discrimination against straight male agents by Napolitano (READ the federal complaint) in favor of her lesbian girlfriend and sexual harassment of male agents by Napolitano’s handpicked Immigration and Customs Enforcement (ICE) Chief of Staff, Suzanne Barr.

    The lawsuit alleges that Barr demanded a male ICE Special Agent engage in oral sex with her and that she relocated three top male ICE agents’ offices to the men’s bathroom at ICE headquarters. All of the alleged misconduct was the behavior of Barack Obama’s hand-picked people running the Department of Homeland Security, who’ve created a hostile work environment for straight male agents, a story I recently broke on this site.

    Many of the key allegations are stories I’ve broken on this site over the years, and the federal civil rights lawsuit gives more details. The 21-page federal federal complaint was filed in late May by New York Special Agent in Charge of Immigration and Customs Enforcement (ICE) James T. Hayes, New York’s top Homeland Security official. He was previously the ICE Director of Detention and Removal Operations, in charge of the deportation of illegal aliens around the country. It’s not every day that a federal official at that level files a lawsuit against the head of his agency.

    The lawsuit further elucidates several stories reported on this site about discrimination against straight male Homeland Security officials in favor gay officials, including Napolitano’s girlfriend, Dora Schriro. As I noted, Schriro had zero experience in law enforcement, and yet, she was appointed ICE Policy Director and set the current Obama immigration enforcement policy of not enforcing immigration laws. (Schriro, who made a mess of Arizona’s prisons and empowered violent prisoners against prison guards, is now making a mess of New York’s prisons, a cushy job Napolitano got her so she could be close to a sick relative in New York.)

    The suit also contains confirmation of another story I broke on this site, the sexual harassment of male Homeland Security Agents by ICE Chief of Staff Barr, who is known as “Suzy ‘Stripper Pole’ Barr” because Ms. Barr jokes that a building structural support in her office is a stripper pole, and she constantly harasses male agents in the vicinity of the “stripper pole,” including, sources say, dropping items and demanding the agents bend down to pick them up.

    Barr was brought to the Department of Homeland Security from Arizona by Napolitano and installed as ICE Chief of Staff. She was previously Napolitano’s Chief of Staff in the Arizona Gubernatorial office and has absolutely no law enforcement experience. Agents say that this bimbo, Barr, is the person really running ICE (the Department of Homeland Security’s largest agency), not Obama appointee John Morton, whom Napolitano didn’t want in charge of ICE. The “Fifty Shades of Grey” books ain’t got nothin’ on this pervert-ette. The suit states,
    Barr humiliated another male employee by calling that male employee in his hotel room and screaming at him that she wanted ‘his c-ck in the back of [her] throat.

    It goes on to say,

    Barr covertly took an ICE blackberry [sic] device assigned to a male Special Agent in Charge and set a Blackberry Messenger message to his female supervisor indicating that the male employee had a crush on the female supervisor and fantasized about her. These actions and others . . . were all taken to humiliate and intimidate male employees. . . . Barr promoted and otherwise rewarded those male employees who would play along with her sexually charged games including the three male employees whose office she relocated to the men’s bathroom at ICE headquarters.

    If Reid Uses Nuclear Option, Napolitano Replacement Could Go Unopposed

    New rules would weaken filibuster option

    Secretary of Homeland Security Janet Napolitano announcedFriday she will resign in early September to become president of the University of California system.

    President Barack Obama will now have to appoint a nominee to replace Napolitano, a wrinkle that could impact the high-stakes fight between Senate Democrats and Republicans over whether to change the rules of the upper chamber and weaken the filibuster.

    Over the past week, Senate Majority Leader Harry Reid (D., Nev.) has threatened to use the so-called “nuclear option” to weaken the filibuster, a procedural move traditionally used by the minority party to block nominees and legislation.
    If Reid used the nuclear option, the new Homeland Security secretary would be the first major replacement under the new rules.

    The office of Senate Minority Leader Mitch McConnell (R., Ky.), who has fiercely opposed Reid’s maneuver, said such a change would allow the new DHS head to sail through the confirmation process with little opposition.

    “If Democrats actually do the nuclear option, it would reduce the confirmation process to one party rule,” a McConnell spokesman told the Washington Free Beacon. “President Obama could install controversial nominees with a complicit Democrat majority and no real input from the opposition. The selection of her replacement could be the first test of a scaled back check on the president’s power.”

    At least one option has already been proposed to replace the outgoing Napolitano.

    Sen. Chuck Schumer (D., N.Y.) personally called White House Chief of Staff Denis McDonough to suggest New York City Police Department commissioner Ray Kelly for the position, according to a report by the New York Observer.
    “The Department of Homeland Security is one of the most important agencies in the federal government,” Schumer said in a statement. “It’s leader needs to be someone who knows law enforcement, understands anti-terrorism efforts, and is a top-notch administrator, and at the NYPD, Ray Kelly has proven that he excels in all three.”

    A potential Kelly nomination would likely infuriate progressives and civil libertarians who have opposed the NYPD’s stop-and-frisk program, as well as its surveillance of Muslims.

    Kelly’s NYPD has also been notable for its lack of transparency.
    Reid said Thursday on the floor of the Senate that the current rules allow intransigent Republicans to subject judicial nominees to “unprecedented obstruction.”

    However, McConnell said changing the rules would destroy the Senate.
    “My friend the majority leader is going to be remembered as the worst leader in the Senate ever,” McConnell said Thursday from the floor. “It makes me sad.”

    I just got the e-mail, below, from my friends at Homeland Security, who got it in their inboxes, this morning. It’s the letter from Janet Napolitano announcing her resignation as the incompetent buffoonish secretary of the Department of Homeland Security to take a job leading the University of California. America became significantly less safe in the 4.5 years she headed Homeland Security. To her, the terrorists and threats were conservatives, not Muslims who shot up an Army base, blew up the Boston Marathon, and tried to blow up a plane with underwear and Times Square on her watch, along with assorted other plots. Under Janet Napolitano, raids of employers of illegal aliens stopped (she began investigating ICE agents for doing their jobs), as did most immigration enforcement whatsoever.

    As I’ve noted repeatedly on this site, Napolitano hired her whack job lover, Dora Schriro–who said Arizona prisoners were better than the prison guards and gave the prisoners birthday parties–to set deportation policy. Which means there was no deportation policy. And Napolitano created an atmosphere of harassment of male agents by the gay mafia she set up and by her lascivious, whoring close aide, Suzanne “Stripper Pole” Barr (fired only because I exposed her and broke the story on a federal lawsuit involving her on this site and created a media stir). That’s her legacy. She can write her epitaph with it. The University of California Regents are morons for hiring this oaf-ette.

    The illegal aliens will miss her the most, though probably not at all, because her replacement will be somebody just as incompetent, buffoonish, and seismically unfit to lead an agency whose mission is allegedly to keep the American homeland safe and secure. Buh-bye, Big Sis. Can’t say it was nice knowin’ ya. Not even close.

    Ever since Janet Napolitano became Homeland Security Secretary, Immigration and Customs Enforcement (ICE) agents warned me about her girlfriend, Dora Schriro, whom she brought with her from Arizona (where Schriro headed the Arizona Department of Corrections). Schriro, a bizarre woman with a Ph.D., treated prisoners as “clients,” her name for them, gave them birthday parties and cakes, etc. And Napolitano made Schriro her special advisor on immigration enforcement, particularly detention and removal of illegal aliens. That’s why many of them are now living in hotel facilities and given perks many destitute legal American citizens would die for. Her New Age psychobabble endangered American national security and made immigration enforcement and detention a nearly impossible task.

    When people ask me why I call Napolitano, The Lesbionic Woman,” that’s one of several reasons why. J-No hires many women with whom she’s had and appears to want to have a relationship–most of whom have zero relevant experience–and they are flushing our border security down the toilet. But while Schriro’s policies at ICE will jeopardize our nation for years–maybe, decades–to come. I will be writing more about Schriro (and what she did to ICE) in the near future. Dr. Schriro (as she insists on being called), quickly left Homeland Security for a job running the New York Department of Correction (her official title is “Commissioner”), thanks to Mayor Michael Bloomberg. And that’s where our story begins.

    Under Dora Schriro, an extremist Muslim prison cleric (redundant phrase) snuck in box cutter blades. Oh, and he’s a convicted murderer with a record of sexual assault, who converted to Islam in prison. And–how apropos!–his chosen new Islamic surname is Abdu-Shahid, which is Arabic for “Slave of the Martyr.” And the violent cycle of radical Islamic conversions in the prisons comes full circle and continues.

    A city Department of Correction Muslim chaplain who served 14 years in prison for murder and robbery was arrested today for carrying three utility blades and a pair of scissors into a lower Manhattan jail, authorities said.
    The chaplain, Zulqarnain Abdu-Shahid, had the utility blades and scissors in his duffel bag when he arrived at the Manhattan Detention Complex in the morning, according to the city Department of Investigation. . . .
    Authorities did not say why Abdu-Shahid was visiting the jail, commonly known as the Tombs, or why he was carrying the scissors and the rectangular blades, which were 1-and-1/2 inches long by three-quarters of an inch wide.
    Abdu-Shahid, 58, was arrested at the scene and charged with four counts of first-degree promoting prison contraband — a felony carrying a maximum 7-year prison term — and four counts of the same charge in the second degree, a misdemeanor.
    The Staten Island resident, who is married with three children, was ordered held in lieu of $30,000 bail during a hearing in Manhattan Criminal Court last night, where he appeared in a long robe and navy blue skull cap.
    His lawyer, James McQueeney said the blades were ‘injector razor blades from an injector razor,” and that when Abdu-Shahid told that to the correction officers who stopped him, “his explanation that he didn’t know there were there [in the duffel bag] was accepted.”
    “He was allowed into the” Tombs after the blades were confiscated,” McQueeney said. “Only later were questions raised about this.”

    Incredible. They bought his “I didn’t know they were in there” explanation?! Does that work for us non-Muslims, when we get caught taking guns through airport security? How ’bout for a Christian chaplain trying to sneak this into prison? Don’t bet on it.
    “Additional steps up to and including dismissal will be pursued consistent with the findings of” DOI, said Schriro, whom sources added has ordered “a thorough review of his hiring.”
    The first “hiring review” should be that of Dora Schriro. And then, they should review having Muslim chaplains altogether. Of course, neither of these things will happen because we simply aren’t serious about facing and defeating the threats to this country posed by Muslims and the conversion and radicalization of non-Muslims in prison. And “Dr.” Schriro is too concerned–far more concerned–about the “welfare” of her incarcerated “clients” than she is about New Yorkers.

    Abdu-Shahid was hired as a Muslim imam chaplain by the DOC three years ago tomorrow, and has a salary of $49,471 annually.
    State Corrections Department records show that he entered state prison in September 1979 to begin serving a sentence of 15-years-to-life for a second-degree murder and a first-degree robbery committed in Manhattan. He was paroled in August 1993, and finished his parole in August 2001.
    According to news accounts at the time, the cleric, a Brooklyn resident then known as Paul Pitts, was convicted with three other defendants in 1979 after the longest criminal trial in New York State Supreme Court history – one year, three months and three days.
    Pitts and his co-defendants had held up a Harlem supermarket on Dec. 9, 1976, and during the robbery shot and killed a 30-year-old customer named Philip Crawford.
    The Post also has learned that his criminal record includes an arrest for sexual assault in Queens, but that case later was dismissed.
    Abdu-Shahid’s lawyer, McQueeney, said, “He’s been out of prison since the early ’90s. He’s completely reformed.”

    Uh-huh. Sure he is. That’s why he was carrying blades into a prison.

    A city Correction source said of Abdu-Shahid’s arrest, “It’s a disgrace that taxpayers are funding Muslim chaplains who not only have criminal records, but also are promoting violence.”
    Abdu-Shahid’s boss — head chaplain Umar Abdul-Jalil — himself was hired by the DOC despite having done a 14-year stint in prison for drug dealing.

    Here’s the New York Department of Correction press release downplaying the incident.
    Yup, this is Janet Napolitano’s girlfriend’s institution. And so is ICE. Good luck, America.
