-House Democrats file bill to keep illegal immigrants in NC higher education
ILLEGAL IMMIGRANTS: Several House Democrats have filed a bill designed to help illegal immigrants remain in North Carolina's community colleges and public universities. The measure would bar officials from asking potential students about their immigration status as part of any admissions policy. The community college system ordered all campuses last year to admit illegal immigrants, but it reversed the policy a few weeks ago while federal officials formally weigh in on the matter. University of North Carolina system campuses haven't stopped admitting illegal immigrants at out-of-state tuition rates.

They need a "out of country" rate, since IA's are in that category. It's against federal law and a violation of the equal protection clause. If you offer it to them, then you have to offer it to everybody out of state.
