    The needs are there, the answers are clear, and Congress must act

    As members of Congress enjoy a monthlong recess, their constituents are voicing opinions on a variety of issues, but few will be louder - and clearer - than Washington's failure to secure our borders.

    Washington's failure has created a vacuum of leadership, forcing states to act. According to the National Conference of State Legislatures, more than 500 bills have been introduced this year in state capitals across the country to address the crisis of illegal immigration.

    How many bills has Washington passed?

    None.

    Congress should listen to the American people and address the crisis now. Until Washington acts, and until states and localities hold up their end of the bargain, the situation will only get worse, with potentially disastrous consequences.

    The illegal immigration problem unequivocally begins at the border.

    Washington's failure has allowed as many as 20 million people to enter the country illegally, according to Bear Stearns, and the federal government expects others to carry the burden.

    Look at health care. States, counties and the private sector subsidize Washington's failures on the border to the tune of $6 billion a year in health care costs for illegal aliens, according to the Center for Immigration Studies.

    While emergency care must be delivered to anyone who needs it, regardless of his or her citizenship, the key question is, who pays for it? Until now, Washington has skipped out on its tab. For the next three years, Washington will reimburse states, localities and others a total of $750 million, even though their actual costs will be nearly 10 times that much.

    We can get this problem under control with straightforward solutions, and they start with federal action.

    First, Washington must get complete physical control of the border - now. As the old saying goes: When you're in a hole, it's time to stop digging.

    The Senate took a step in the right direction this month, voting to fund hundreds of miles of fencing and barriers.

    But more must be done.

    This may require tripling the Border Patrol, deploying electronic surveillance, and building more detention facilities - far more than 6,000 National Guard troops can do. We clearly have the capabilities to succeed; we simply need the will.

    Second, Washington should reimburse states, localities, and the private sector for every penny they have spent on social services for illegal aliens - potentially $30 billion a year, according to Bear Stearns.

    Washington is solely responsible for border control, and it should be held accountable for its failure. However, the federal government should demand assistance and accountability in return.

    States and localities have long been spared a key role in enforcing immigration law. That must change. State and local officials know better than anyone their neighborhoods, gangs, immigration patterns and criminal employers. They must have the power to investigate, apprehend, detain and remove illegal aliens.

    This new authority will undoubtedly require additional resources, which the federal government should provide.

    Third, we must encourage legal migration by providing an expedited process for lawful employment.

    A sensible temporary-worker program should be quick but thorough, requiring a biometric identifier that would rapidly allow officials to know who is here, ensure that they pay taxes and obey the law. If properly administered, a temporary-worker program will attract and encourage legal migrants because they would not need to live in perpetual fear of deportation.

    A crucial part of this solution is zero tolerance for employers that break the law. In 2004, the federal government did not levy a single fine against a single employer for hiring illegal workers. With an insta-check verification system, employers would have no excuse for "unknowingly" hiring illegal aliens. For those that do go outside a temporary-worker program, the federal government, with help from state and local officials, should pursue vigorous prosecutions.

    These sensible solutions will go a long way to resolving the current crisis. While Washington will likely plead poverty, these protests will ring hollow: Last year the federal government spent about $3 billion on border security, but spent nearly $25 billion in pork projects in the highway bill, such as the $300 million "Bridge to Nowhere" in Alaska.

    Border security is simply a question of priorities and will.

    Newt Gringrich wrote this? He isn't any better than Clinton or Dees in his personal life. In fact, he's worse than Clinton because Clinton didn't abandon Hillary for one of his Ho's.

    Gringrich is a hyprorite - if they are dishonest in their personal lives, don't trust them one step further. Newt committed adultery and abandoned at least one long time spouse for another woman while the wife was suffering health problems. Let's hope we have better representatives against illegal aliens. And, I know we do.
