Americangirl, I believe they can't. But as Tom Tancredo pointed out in a recent interview, there has NEVER been any sanctions against sanctuary cities, and that is why he introduced a bill -- WHICH FINALLY PASSED! -- that federal money will be withheld from any sanctuary city. Now it's just the enforcement side of the bill we have to wait for....sigh.
