Undocumented immigrants like Alejandro Chavez hope New Jersey finds a way to issue driver's licenses for people who don't have legal residency in the U.S.
Chavez worked in the apple orchards of Washington, one of only four states that issue driver's licenses to illegal immigrants. Now he works on a New Jersey horse farm and can't drive legally.

Mike Derer/AP PhotoRaymundo Rodriguez stands behind the counter in his deli in Clifton, N.J. April 1, 2009. Rodriguez, 40, emigrated legally from Puebla, Mexico to New Jersey in the 1990s, and had a state driver's license for more than a decade. Delays in his green card application and complications in his work permit caused Rodriguez to be denied a drivers license renewal when he couldn't prove legal residency under New Jersey's six point identification requirements for licenses.
A state panel wants driving privileges be extended to undocumented workers. But Gov. Jon Corzine said it's up to the federal government to set standards for acceptable identification.
Chavez said denying illegal immigrants the privilege to drive ignores the economic contributions of the state's nearly half a million undocumented immigrants.
Opponents argue illegal immigrant licensing can undermine security and reward law breaking.
