Illegal Immigrant Arrested At MSP
(AP) Minneapolis An illegal immigrant who was deported several years ago after being charged with murder was arrested at Minneapolis-St. Paul International Airport with the help of a screening program designed to nab terrorists.

Luis B. Acevedo, 28, was arrested Monday after being detected by federal officer Jim Gallagher, who was trained in the year-old program and noticed Acevedo's worried disposition. Acevedo had re-entered the country illegally, officials said.

Acevedo was charged in 1999 in the murder of a 12-year-old boy and an 18-year-old man, though the charges were later dropped, said Tim Counts, spokesman for the area U.S. Immigration and Customs Enforcement office.

The screening program is designed to help officers pick out airline passengers who are showing signs of high levels of anxiety, fear or deceptiveness that could characterize terrorists.

Kenneth Kasprisin, the security director at the airport for the U.S. Transportation Security Administration, commended Gallagher. He said the detection program, called Screening Passengers by Observation Techniques, has been used at the airport for about 15 months and has identified about 100 potentially high-risk people who were referred to airport or local police. He didn't know what police did with the referrals.

Acevedo, who had a ticket for Mexico City, was in ICE custody and will be deported again, Counts said. Counts said he was deported in March 2000 after charges linking him to a gang-related double homicide were dropped. Another man was convicted in May 2000 in those slayings.

Since then, Acevedo illegally re-entered the U.S., Counts said. He said that ICE has found no outstanding arrest warrants for him.
