Town halls are responsible for costs including schooling, foster care, university fees and housing, with estimates suggesting the support amounts to £50,000 every year per child.

And of course they have an ACT from 1989 requiring them to be taken in. We have a couple ACTS that force us to take them in also. This has all been planned for a while.
