    THIS BENEFIT SHOULD BE RESTRICTED TO US CITIZENS ONLY. IF THEY WANTED MORE AMERICAN NURSES I AM SURE THEY COULD ATTRACT THEM IF THEY SERIOUSLY WANTED TO. ALL EDUCATIONAL BENEFITS SHOULD BE RESTRICTED TO USA CITIZENS ONLY. ANY BILL THAT EVEN HINTS AT GIVING THESE BENEFITS TO FOREIGNERS SHOULD BE PUT DOWN. IN FACT ANY EDUCATION BILL/BENEFITS THAT DOES NOT EXPLICITLY SAY IT IS FOR USA CITIZENS ONLY SHOULD BE SHUNNED.
