City Councilwoman to push NYPD to aid illegal immigrants who help fight crime obtain U-Visas

A Queens councilwoman said yesterday she will ask Police Commissioner Raymond Kelly to streamline the NYPD's bureaucracy for immigrant victims of violence.
Councilwoman Julissa Ferreras, head of the Committee on Women's Issues, made the pledge after hearing complaints from advocates who say the NYPD is thwarting a federal law meant to encourage victims to come forward.
She cited a Sunday Daily News story that highlighted the plight of illegal immigrants who could get a special visa - but are thwarted by the NYPD's onerous 20-step process.
The NYPD is one of several city agencies that can certify an illegal immigrant reported a crime and helped law enforcement go after the perpetrator - a requirement for the 'U-Visa.'
The city's district attorneys have designated lawyers in their offices to handle U-Visas.
The process can take as little as a day in the DA's offices, while some victims who went to the NYPD are still waiting more than a year later, advocates say.
'It seems like it's something very simple to implement and it would take something off the commissioner's plate,' Ferreras said. 'I am concerned about the time, how long it takes.'
Once the Police Department issues a certification, U.S. immigration officials do extensive background checks, determine whether there has been 'substantial mental or physical harm' and then approve or deny the U-Visa.
