NY changes rules for licenses

New York will allow illegal immigrants who have a valid foreign passport to get a driver's license, with a goal of bringing "people out of the shadows" into American society, Gov. Eliot Spitzer announced Friday.
"They no longer need to hide and pretend they are not here," said Spitzer. "We will not become part of what is propagated on the federal level that if we don't admit they are here then we can somehow not provide services. That is bad policy."
New York has between 500,000 to 1 million undocumented immigrants, many of whom are driving without a license and car insurance or with fake driver's licenses, Spitzer said at a news conference.
The shift in policy is geared toward enhanced security, safer streets and a reduction in insurance premiums for all New York drivers by an anticipated $120 million a year, said David Swarts, New York's Motor Vehicles Commissioner.
AAA found that unlicensed drivers are more than five times likely to be involved in car accidents, Swarts noted.
The change drew the scorn of some Republican lawmakers from New York. Rep. Randy Kuhl, R-N.Y., said the new policy "undermines the preventive measures that protect our country from national security threats. The September 11, 2001 hijackers had at least 35 licenses, which helped them to rent cars and open bank accounts."
"This policy encourages people to flood New York State and wreck havoc on our social services, schools, and hospitals," he added.
Under the new policy, immigrants -- regardless of their status -- will be permitted to provide a current, verifiable foreign passport in applying for a license. The policy will be phased in over time beginning in December 2007. Similar policies have been adopted in Utah, New Mexico and other states.
Michael Balboni, New York's homeland security head, said that the new system actually improves security because it creates public records that can be accessed by law enforcement and others to ensure true identities.
"What we are driving towards is the crucial concept in security: One person, one license," Balboni said.
Chung-Wha Hong, executive director of the New York Immigration Coalition, called the new policy a victory for the immigrant community.

My letter to the Attorney General.
Attorney General Cuomo,
I understand that the state of New York has decided to give drivers licenses to illegal aliens. What safeguards have been put into place to prevent the holder of your drivers license from moving to another state and exchanging them for that states license. States like Florida incorporate motor voter with drivers license issuance. Registering to vote under the motor voter act requires nothing more than an affirmation of legal residency.
Without some sort of safeguards in place to keep the drivers licenses issued to illegal aliens confined within your state and not exchangeable in other state could have irreversible effects for this nation.
It would appear that your state may have opened the door to massive voter fraud in other states and future lawsuits.Democracy is two wolves and a lamb voting on what to have for lunch. Liberty is a well-armed lamb contesting the vote!

Fulfilling a campaign promise, Gov. Eliot Spitzer announced today that residents will be able to apply for state driver’s licenses without regard to immigration status. Applicants for driver’s licenses will no longer be required to provide a Social Security number or show that they are eligible for one. Social security no match letters are supposed to be sent to employers next month. Why will illegal aliens need drivers licenses? Many will run or be fired. Have hope though..most of the country is not pro-illegal alien. We must demand that employers use e-verify to check the validity of employment documents. No jobs magnet=no illegal aliens.
isn;t aiding and abetting illegal aliens a crime? Doesn't federal law supercede state laws. Can't a federal judge order an injunction?

All you need is an alien birth certificate for the NYC license,in the mexican border "TIJUANA"you can purchase one for $50.00.Can you guys imagine how many terrorists,criminals,child molesters, etc.will purchase these real mexican birth certificates for $50 .00?New York DMV will never know for sure if "JOHN JUARES"is mr juares. This liberal governor really wants another 911.

A lot of Mexicans don't and won't have a valid passport. I wonder if this will increase the trade in forged passports as well...
This is just like the city in Connecticut that passed out ID's to aliens and yes they have been flocking there. I do believe that people will flock to New York for that reason too. What idiots. How do you feel about your State being a magnet for the lowest class people in America?
They will still not be able to "afford" the required necessities like car insurance or pay the licensing on the car they acquired from who knows where. In Arizona, they just toughened the vehicle confiscation law even more. Anyone with no license, or insurance gets their car put in car jail for 30 days if stopped and caught with this violation. New York should have that in place for their compassionate approach to people who have no right being in this country or getting away with breaking laws that the rest of us get charged with every day!Illegal aliens remain exempt from American laws, while they DEMAND American rights...
