The only way to stop it is with a 1 sentence Congressional moratorium that can't be disputed in court that terminates all discretionary powers of the Executive Branch, all rights to issue permits, licenses, visas, green cards, work authorizations, asylums, amnesty, all of it. Shut it down. Shut it all down, including the 1.3 million green cards and visas that Congress usually authorizes. Stop it all, across the board.
