Ark. Senate questions in-state tuition proposal

LITTLE ROCK, Ark. (AP) - Legislation to grant the children of illegal immigrants in-state tuition faces skepticism in the state Senate.

That skepticism is apparently even with lawmakers who previously supported the idea.

The Senate held a rare "committee of the whole" meeting Wednesday on Sen. Joyce Elliott's proposal that would grant in-state tuition to any Arkansas student who attended high school in the state for at least three years and had a high diploma.

Elliott, a Democrat from Little Rock, told senators the state risked creating an "underclass" by not extending the in-state tuition rates to more students.

Elliott's proposal faced questions from lawmakers over whether her bill would comply with federal law.

It will go before a Senate panel next week.
