The legal definition of the "United States" under Title 28, 3002 Sec 15 does not include the 50 states – the "United States" means— (A) a Federal corporation; (B) an agency, department, commission, board, or other entity of the United States; or (C) an instrumentality of the United States. Perhaps that explains "of the corporation, by the corporation and for the corporation" – the federal government operates as a business and not a union of states for their ‘common defense and general welfare.'
