    PA: Berks Latinos demand special treatment

    Reading to offer housing forms in Spanish
    New rules mean hundreds of property owners need to file for rental permits. The Berks County Latino Coalition asks for changes in the process.

    Reading, PA - The city’s new 10-page application for rental-housing permits — available in English since Dec. 1 — will be available in Spanish next week, city official promised Latino landlords Friday.

    However, the grace period to file applications will end Friday.

    Janet Paulino, liaison for the Berks County Latino Coalition, asked the city to give Spanish-speaking people the same 41 days that English speakers are getting.

    “I’m reluctant to extend it (the grace period) 41 days,â€

    They need to set occupancy numbers and enforce them or be evicted.

    apt permits

    Illegal housing crackdown happening in some towns. Code enforcement found 225 illegal apts and "rooming houses" in one township. Total of about 3500 violations. Many are for unkempt property. Safety and impact on local resouces incl. schools a big concern. Long overdue. Issue may also concern the IRS... reporting of rental income?

    One notable fire where no one was injured. 14 people from 10 families in one house. Owner fined $ 18,000.

    McMahon said the city is requiring the complex data on the applications because the city should have had the information — such as names, addresses and working telephone numbers of owners, and whether the units have proper zoning — years ago.
    Still, Paulino said she’d like to make sure that Spanish speakers get the same amount of time to file the applications that English speakers got.
    So, exactly how many YEARS did English-speakers get to properly fill out the paperwork?
