OIL CITY, Pa. -- Police have cleared a transient worker from Mexico of charges that he tried to lure a 14-year-old girl into his hotel room in Venango County.

Justo Venegas, 49, of Mexico City, was arrested in Oil City in July on charges of attempted unlawful restraint in the incident at the Oil City Arlington Hotel.

Initially, police said Venegas asked the girl's name then shook her hand in the hotel hallway and wouldn't let go. Police said the girl screamed and cried and managed to get away as Venegas pulled her toward his room.

But now Oil City police chief Bob Wenner said unspecified changes in witness testimony have prompted the Venango County District Attorney to drop the charges.

Police said Venegas was working for a contractor hired by the Oil City Area School District, about 70 miles north of Pittsburgh.
