President Vicente Fox expressed his pleasure at the US Senate’s approval of the migratory reform, which he described as an act of justice. “This is a historic day and we should recognize the efforts of thousands of fellow countrymen that have striven to achieve this,” he said.

On his flight from Seattle, Washington to Sacramento, California, the Mexican president was informed of the passage of this integral reform, which will benefit thousands of fellow countrymen whose work contributes to the North American and Mexican economies.

During a speech given on his arrival in this city, the president declared that a great deal has yet to be done in the migratory issue, yet trusted that “we are all going to continue working with the same enthusiasm to ensure that this crystallizes and results in complete approval in the House of Representatives.”

He said that his government has confirmed its obligation in this issue of shared responsibility, which is to ensure safety on the northern border, to combat organized crime, eliminate and prevent any possible acts of terrorism to track all the people smugglers that deceive people and threaten their lives by acting illegally.

Now, he said, the aim is to achieve security and flexibility on an intelligent border that will guarantee peace and tranquility for families in the area.

We have not forgotten that our obligation is to Mexico and Mexicans: as the Government of Change we know that our primary responsibility is to create jobs, incomes and opportunities for families,” he said.

He stressed that this reform marks the end of five years of work, long meetings and interviews with the President of the United States, and American governors, congressmen, businessmen and community leaders.

“This news, at this moment, fills us with joy, because it has to do with our fellow countrymen and their work and they are the ones that have fought to make this happen,” he stated.

President Fox praised US President George Bush for his work in achieving this migratory reform, as well as the US Senate, which made a decision that will have a favorable impact on the lives of millions of people, “and in particular, on our fellow countrymen who have always guided our steps, our acts, our business and the path to ensure we would reach this moment.”

Prior to this, on the third day of his working tour of the United States, President Vicente Fox met up in Seattle, Washington with members of the Washington and Port of Seattle Hispanic Chamber of Commerce, where he said that in the 21st century, there are no barriers, walls or variables to stop people from striving to improve their quality of life through more education and better jobs, that will enable them to grow personally, as both a community and a nation.

He stressed that the aim of his visit to the United Sates, in addition to complying with the Mexican government’s obligations to its fellow countrymen living abroad is to promote an intense political dialog with the US authorities, particularly over migratory issues and to meet up with key businessmen.

“What we want to do at the end of all this is to reduce the distance between us so that our friendship is stronger and more fruitful and so that our societies will generate the earnings we are all hoping for,” he explained.

Afterwards President Fox visited the Sea Mar Clinic and greeted the Mexican Community of South Park, in that state, where he praised Mexican migrants’ spirit of work. “That is why they are an example to all of us, an example of courage, passion and love. There are a true example of perseverance.”

Reference to the broad coverage of the Popular Insurance Scheme, President Fox Quesada explained that the electoral laws are being complied with. “The President of Mexico has the greatest interest of anyone in fulfilling the spirit of our laws and the regulations of the Federal Electoral Institute.”

However, he added that this does not imply that this will halt the advances in the social, federal or state programs. “I cannot halt the progress of the Popular Insurance Scheme simply because elections are being held and I cannot help giving Diana-a cancer victim who requested his intervention-who urgently needs it, from getting her Popular Insurance Policy, because Mexico is holding elections.”

In the afternoon, the president traveled to Sacramento, California, where he delivered a speech to the Special Session of State Legislature. There he declared that Mexico and the United States have a strong, complex, dynamic relationship. “We have,” he added, “one of the world’s most dynamic frontiers and we have evolved from being distant neighbors to strategic allies.”

He elaborated on the progress Mexico has achieved in democratic, economic and political issues. “Nowadays we are living in a Mexico that is completely different from what it was just six years ago. It is a Mexico in which every citizen has voice in the government and where those that vote required a government that will serve them.”

In the evening, in the Museum of History, Women and Art, the president said that during his stay in the United States, he has been working to strengthen friendship and collaboration in order to generate financial resources for government, investment and trade between the two countries.

A propos of this, he said that success has been achieved in this area and that attempts are now being made to guarantee the construction of opportunities to achieve better income, jobs and productive positions.

Accompanied by his wife, Marta Sahagún de Fox and Governor of California Arnold Schwarznegger, President Fox highlighted the advantages of the social programs implemented by his government such as Oportunidades and stated that over a million young people now have a place at universities who would otherwise be attempting to cross over to the United States to seek employment.

He pointed out that education in Mexico is crucial for guaranteeing a better future, which is why he is working to ensure that all schools have access to information technology, even those located in the most remote areas.

This day of work, the first in the state of California, ended with a Dinner of Honor hosted by Governor Schwarznegger at the Leland Stanford Mansion and attended by their wives, Marta Sahagún and Maria Shriver.
