    An illegal immigrant from Mexico who was working as a contract worker in the food service department of the Scottsdale Unified School District is being held on $1 million bond after he was caught videotaping up girls’ skirts at Saguaro High School on Tuesday.

    Ricardo Espinoza-Valdez, 28, was arrested on suspicion of two counts of disorderly conduct about 5 p.m. Tuesday after Saguaro assistant principals Robert Akhbari and Greg Sackos watched him place a video camera near a girl’s skirt in the school’s courtyard, according to Scottsdale police.

    Akhbari and Sackos were following up on a complaint from a female student who said she saw Espinoza-Valdez place a camera in a box a few inches away from another girl’s skirt.

    They seized his camera after they caught him in the act.

    After Espinoza-Valdez was apprehended by the school’s resource officer at 6250 N. 82nd St., he told sex crime detectives he attempted to photograph or video the buttocks and legs of girls about 10 times in the last 30 days.

    He also told police he previous videotaped girls at Chaparral High School and at Scottsdale Fashion Square, and police are investigating to see if there are other victims.

    A food service worker accused of taking inappropriate photographs of female students at Saguaro High School used a false identification number to secure a job at the school's cafeteria, a spokesman for the U.S. Immigration and Customs Enforcement said Wednesday.

    Also Wednesday, Scottsdale police said forensics experts identified three students whose pictures allegedly were taken by Ricardo Espinoza-Valdez, 28.

    ICE spokesman Vinnie Picard said Espinoza-Valdez used someone else's green card number to get a job with Executemps Southwest Inc. of Phoenix. Earlier reports said Espinoza-Valdez was using an expired green card.

    The temporary employment agency placed Espinoza-Valdez in a food kiosk in Saguaro's outdoor courtyard.

    The Scottsdale school district insists Executemps did the appropriate background check before hiring Espinoza-Valdez, including fingerprinting by the Arizona Department of Public Safety.

    In the last week, Scottsdale police forensic detectives identified three victims after examining Espinoza-Valdez's digital camera, said spokesman Sgt. Mark Clark.

    When he was arrested Nov.6, Espinoza-Valdez was booked on suspicion of misdemeanor disorderly conduct.

    But in the last week, police finished their investigation and recommended felony charges on two counts of surreptitious videotaping and one count of attempted surreptitious videotaping, Clark said.

    Espinoza-Valdez is accused of taking pictures of female students' legs and buttocks by placing a digital camera hidden by a box within inches of their skirts.

    He also told police he took similar pictures 10 times in the past 30 days, at Chaparral High School and Scottsdale Fashion Square.

    Police and school district officials gave this account of the incident:


    • A sophomore female student alerted Saguaro school officials Nov. 5 that she thought she saw Espinoza-Valdez place a camera that was sitting in a box inches away from another female student's skirt.


    • On Nov. 6, the Saguaro principal and vice principal, responding to the initial complaint, watched the suspect engage in the same activity with another female student. The school officials confronted him, seized the camera and notified the school resource officer, who began investigating the incident. The suspect was detained at the school and interviewed by sex crimes detectives.


    • Espinoza-Valdez appeared Nov. 7 in Scottsdale City Court, where bail was set at $1 million.

    These temp agencies are some of the biggest problems around here.
    At the previous job my other half got into a verbal round about with a "temp" worker over seniority because of a vacation request, the "temp" had been at the company for NINE YEARS while still working through the temp agency the whole time... he stated more than once that he "can't go full hire because" he's "an illegal," but he still tried to assert seniority over the regular employees.



    Yes, authorities were called, but, not knowing the temp agency the offender used, they didn't do anything. When I asked why they couldn't go through the business using the temps I was told that the business "most likely" has no idea that they are illegal. After almost a decade as a temp, how could they NOT know?
    I don't care who you are, how you got here, what color you are, what language/dialect you speak... If you didn't get here legally then you don't belong here. Period.
