Prescription Drug Plans Added To Calif. Ballot

SACRAMENTO -- Voters in the nation's most populous state are mulling over a couple of options designed to help uninsured residents get prescription drugs.

The two initiatives are on California's Nov. 8 special election ballot. Both would help uninsured residents of all ages who are not eligible for Medicaid -- but they operate in different ways.

One initiative, known as Proposition 79, offers prescription drug discounts to uninsured individuals and families earning up to four times the federal poverty level. That translates to up to $37,000 for an individual or up to $75,000 for a family of four.

The alternative -- favored by the drug industry -- is known as Proposition 78. That plan, supported by Gov. Arnold Schwarzenegger, allows drug companies to voluntarily participate in a plan that offers discounts to the uninsured earning up to three times the federal poverty level.

Right now, only a handful of states provide drug discount programs that cover people of all ages.
