Dozens Arrested In Alleged Insurance Scam
Investigators: Drivers, Homeowners Had Fake Insurance Cards

MIAMI -- Police said they have arrested about two-dozen truckers who paid a relatively small amount of money to get fake insurance cards.

Miami-Dade County police and state law enforcement agencies arrested dump truck drivers who allegedly paid $300 to $400 for phony insurance documents. Real insurance would cost thousands.

"This was done strictly for the purpose to deceive law enforcement into believing they had insurance on their vehicles, thus satisfying the law requirements," said Miami-Dade County Police Director Robert Parker.

The alleged ringleader, Roberto Dominquez, told police that dump truck operators were not the only targets, NBC 6's Hank Tester reported.

"He told us he sold thousands of these fraudulent Florida auto insurance cars to a number of private vehicle motor car owners in Miami-Dade County," Parker said.

So, that means that there could be thousands of car owners with insurance cards but no insurance.

Police and state agents said there were also phony home insurance documents.

"They paid a couple of hundred dollars for a certificate of insurance showing they had homeowners' (insurance), so they could go ahead and get title insurance and mortgages. They were fraudulent and we are notifying the mortgage companies and lien holders as we speak," said Lt. Bill Santner, of the Florida Department of Financial Services.

Investigators said people who bought insurance from a bogus company called Insurance Express probably have phony insurance cards, Tester reported. Rosa and Peter Bajador, who are now fugitives, operated the company, authorities said.
