Technically, new federal legislation denying illegal immigrants driver's licenses shouldn't affect the more than 300,000 who have settled in Georgia.

After all, Georgia isn't among the nine states that grant driver's licenses to illegal immigrants.

But Buford car salesman Joe Mariscal knows better.

Mariscal, who sells almost exclusively to Latinos at Bill Heard Chevrolet, says two-thirds of his customers have out-of-state driver's licenses. And he suspects that many of them live in Gwinnett and other parts of metro Atlanta, not North Carolina, Tennessee or South Carolina, which have issued their licenses.

Mariscal says those maneuvering around the system now will find another loophole or simply drive without a license.
