    I believe only the gang members will join the military in order to get combat training they can use later on.

    Also this law is for Schemers up to the age of 35. Does the military even accept people that old? And who goes to collage when they are that old.

    There are programs that accept older recruits, IIRC. But to me that's beside the point, because the number of people who'll actually enlist because of this is so miniscule as to be statistically insignficant. Krikorian is absolutely right about this.
