    Reserving American jobs for American workers - San Francisco

    San Francisco's local hires ordinance, which goes into effect on Mach 25, is the most far-reaching in the United States. The ordinance requires that contractors on city-funded construction projects worth $400,000 or more must hire at least 20% of their workers from San Francisco this year and 5% more every year until the 50% mark is hit in 2017.

    The ordinance applies only to the portion of the project which is funded with local money - not state or federal.

    The definition of "local" includes residents in areas where the work is being done and there is a shared financial interest. This includes upgrades to the Hetch Hetchy Resevoir-fed water system on the Peninsula.

    The law is projected to create 335 jobs every year for San Franciscans, when it's fully implemented.

    Guillermo Rodriguez, director of CityBuild - the program which trains local residents - says that the program will be cost effective. Rodriguez says that if local residents can't be found, "relief valves," such as a review after three years which could freeze hiring levels, will prevent problems.

    SF Supervisor John Avalos, the main sponsor of the legislation, says that costs will be outweighed by decreases in poverty and violence.

    lawful residents?

    Does the law require that the workers be lawful residents? If not, IAs living in S.F. will qualify.

    I wondered the same thing, but decided that making the decision to require local hires was a good first step. Just getting people to think about reserving American jobs for American workers is a step forward.

    In general a combination of Universal E-Verify and a congressional clarification of the intent of the 14th Amendment is the only way to reverse the illegal aliens tide. (If the authors of that Amendment knew how it was being used, they'd be spinning in their graves.) But those things will have to come from the federal level, to be effective. Otherwise illegals will just move to states which are willing to throw Americans under the bus.
