Restaurant owner fails to appear on immigration charges

CEDAR RAPIDS (AP) — A former owner of a Cedar Falls restaurant has been charged with failing to appear for sentencing on illegal immigration charges.

Julio Zalapa-Urbina failed to appear for sentencing in January 2007 on a charge of harboring an illegal alien for profit.

He was sentenced in absentia in 2007 to almost two years in federal prison for harboring illegal immigrants at his Iowa restaurant.

He is accused of fleeing to Mexico but was later caught in St. Joseph, Mo., where he used to live.

Officials with the U.S. attorney's office say Zalapa-Urbina appeared in U.S. District Court in Cedar Rapids on Thursday and ordered held without bond.

Zalapa-Urbina was part owner of Julio's Restaurant and Cantina in Cedar Falls, which is now closed. He entered the guilty plea after U.S. Immigration and Customs Enforcement agents executed a search warrant and raided the restaurant April 27, 2006 and arrested 11 illegal aliens who were working at the restaurant and were not authorized to work in the United States. ICE agents returned May 1, 2006 and arrested another illegal alien, and conducted a similar raid on a restaurant Zalapa-Urbina owned in St. Joseph, finding nine illegal aliens working there.
