here's an idea... and it's one i think we might need.

If an alien visitor applies for a tourist visa that last more than one week, they should have the ability to apply for a tourist visa DL. Now that means they would have to pay and take a quick road course and cover basic USA street laws in a course that would take say.... 3 hrs or so and cost umm $250

The visitor DL would have a start date from the date of the successful road course and test and an end date of the date their visa expires.

Aliens will also have to get 'alien insurance' which would basically be inflated risk liability insurance to protect us citizens. EVEN IF THEY ARE RENTING A CAR

pros:
- legal visitors could drive and not take cabs.
- any police officer would know if the persons visa was expired
- DL could be linked to a national db that officers could quickly check for validation from their car.
- American citizens would be monetarily protected by the short term insurance

problems:
- if DMV's imposed this it would cause hassle, tons of foreign translations of signs (since english is not official) and most like a lot of fake id cards.
- USCIS is too backed up to do this program
- States could not lawfully implement such a program because the Fed gives out tourist visa's.
- Many cities would forbid police officers from checking the cards validity
- in many countries it is not illeagl or not enforced to not drink and drive, changing a lifetime of driving habits would be hard so the test would have to be tougher than what American drivers go through.
