Ryancare Updates: Provision to Crack Down on Illegal Aliens Deleted from GOP Plan

Remember when Barack Obama repeatedly lied to the American public about Obamacare not covering illegal aliens?

    Yeah, that was a lie.

Thanks to Obamacare, illegal aliens received taxpayer-funded healthcare — paid for by the working Americans.
    Now this…

The latest adjustments to Ryancare deleted the provision to crack down on illegal alien coverage.

    Reuters reported:

Some conservatives in Washington were fuming on Tuesday after an Obamacare rollback bill was tweaked by Republican leaders to delete a provision meant to crack down on illegal immigrants getting federal healthcare insurance coverage.

The development posed another problem for Republican leaders in the U.S. House of Representatives and President Donald Trump, who are trying to win congressional approval of the wider bill, the first big legislative test for Trump since taking office.

The provision would have allowed the Treasury Department to access data at the Department of Homeland Security to verify that healthcare tax credits went only to U.S. citizens and legal permanent residents, not to illegal immigrants.

In a largely procedural move, it was dropped from the bill after the Senate Parliamentarian determined that the Senate Finance Committee, which handles tax credits under the bill, does not have purview over the Department of Homeland Security.

Republican Representative Lou Barletta issued a statement on Monday evening, after the change was made, saying he could no longer support the bill, citing the obscure provision.

“I am concerned that the bill lacks sufficient safeguards for verifying whether or not an individual applying for health care tax credits is lawfully in this country and eligible to receive them,” said the Pennsylvania lawmaker.

The provision had been a key issue for conservative groups the Trump administration is trying to win over in its efforts to pass the bill known as the American Health Care Act, Trump’s plan to repeal and partly replace Obamacare.

It will get taken care of later. Just move it forward. There are many other laws that when enforced prevent taxpayer funded tax credits being paid to people in the country illegally. Treasury Department is the one that started the EITC's and other federal tax credits to begin with and Treasury Department can demand in the tax reform law that no tax credits of any kind can be used or paid to fund illegal aliens in the US and that should also bar all 501 C 3 funds from aiding and abetting illegal aliens in any way, shape or form.

Conservatives Angry After Immigration Provision Cut From Obamacare Rollback Bill

    March 21, 2017

    Reuters

"I am concerned that the bill lacks sufficient safeguards for verifying whether or not an individual applying for health care tax credits is lawfully in this country and eligible to receive them," said the Pennsylvania lawmaker.

The provision had been a key issue for conservative groups the Trump administration is trying to win over in its efforts to pass the bill known as the American Health Care Act, Trump's plan to repeal and partly replace Obamacare.

Some conservatives have criticized the bill since Republican House leadership unveiled it earlier this month, dubbing it “Obamacare Lite” because they say it falls short in repealing Democratic former President Barack Obama’s 2010 healthcare law.

Republican leaders recrafted the bill on Monday in hopes of satisfying conservative and moderate critics. Trump visited Capitol Hill Tuesday seeking to win more support for the bill.

They need to put the provision that prevents illegal aliens from engaging in this program back in immediately!

Otherwise, our Republican allies in the Congress are wise and just in their opposition to this bill.

It is now or never - get rid of swamp king ryan too. This is more of the same bs that funds illegals and central americans to be able to live comfortable in this country, not on the streets as Americans are doing, attending school, healthcare for free on the American citizen taxpayer while they rape our children.

Speaker Paul Ryan Loses Another Non-House Freedom Caucus Conservative in RyanCare Fight

    March 21, 2017

    Neil McCabe

Pennsylvania Republican Rep. Lou Barletta announced Tuesday he will not support the American Health Care Act, crafted by Speaker Paul Ryan (R-WI) to prevent the collapse of the Obamacare exchanges.

Obamacare is destroying our health care system,” said Barletta, who is a strong conservative but not a member of the House Freedom Caucus, which is leading the fight against the speaker’s RyanCare bill.

In the House, there are 237 Republicans and 193 Democrats. All the Democrats are expected to oppose the bill, scheduled to come to the floor Thursday. Without support from House Democrats, the Republican leadership cannot have more than 21 defections, else it fails to reach the 216 votes needed to make majority.

Although the HFC does not make its membership or whip count public, Breitbart reporting puts the the HFC bloc against RyanCare at north of 25 votes.

In the past, the speaker has leveraged his personal relationship with members of the House Freedom Caucus to sideline the HFC during his bailout of the Puerto Rican government or when the caucus was ready to force the House to vote on a motion of impeachment against IRS Commissioner John Koskinen. This time, the Freedom Caucus has held firm, and its outreach to other conservatives has had mixed results.

Losing conservatives like Barletta and North Carolina’s Rep. Ted Budd mean that in addition to losing a close vote, Ryan now has to worry about losing in a landslide that would threaten his grasp on the gavel itself.

Barletta said his opposition does not mean that he supports the 2010 Patient Protection and Affordable Care Act that created Obamacare.

“The monstrosity of a health care law failed the American people by throwing them off their preferred plans, eliminating access to their favorite doctors, and sending premiums and deductibles through the roof,” he said. “In fact, the average premium in Pennsylvania increased by 32 percent this year, and in some corners premiums rose as much as 53 percent. That level of cost increase is unsustainable.”

Chief among the congressman’s concerns with the RyanCare bill are its provisions that leave open the possibility of illegal aliens participating in a RyanCare health care plan. This is a non-starter for the congressman, who has been a leading hawk on tightening immigration policies and enforcement.

“Unfortunately, after evaluating the text of the American Health Care Act, I cannot support the bill in its current form. I am concerned that the bill lacks sufficient safeguards for verifying whether or not an individual applying for health care tax credits is lawfully in this country and eligible to receive them,” he said.

“Under Obamacare, a half a million people received a total of $750 million in health care subsidies, even though the recipients could not prove their lawful presence in the United States,” he said. “I cannot vote for a replacement plan that fails to address this problem.”

Please Lou, just support this bill so we can get Phase 1 finished and move quickly to Phase 2 and Phase 3, plus tax reform, tax reform is where we can cut ALL tax credits to illegal aliens as well as 501 C 3 tax exempt and tax deductible funds from aiding and abetting illegal aliens. We can get rid of all the tax credits at once in the tax reform bill as well Phase 2 and Phase 3 of Obamacare, but especially the tax reform bill.

Judy, I think that trust is lost by many, after so much betrayal and the lies and being promised one thing and then getting something else.

Trusting Paul Ryan to do anything for us against illegal aliens getting health care is trusting Pinnochio even with President Trump in the wings.

I understand, GeorgiaPeach, I really do. But to me, this is our last chance to save our country and we only have that chance, because it's the first time in my adult life that we have a President on our side to do it, so now is not the time to vent that mistrust, it's time to do what's got to be done in a way and manner that we can achieve it. If we don't fix this health care thing and pass tax reform to bring our jobs back, Republicans will lose the House and Senate in 2018. That means we lose everything we're trying to achieve on Trade and Illegal Immigration. The Democrats know this, that's why they're blocking everything as hard as they can.

Remember all the Republican States that fought so hard to defeat Obamacare with their lawsuit that went all the way to the US Supreme Court? They lost because of Judge Roberts voting with the Democrats. Remember? Their lawsuit was on the individual mandate. All Republicans were united against the individual mandate in Obamacare. Trump's bill repeals the individual mandate and tax penalty. Trump's bill also repeals the employer mandate and tax penalty. If Trump's bill did nothing else, that is enough for all Republicans to support it, it fixes what were our primary objections to Obamacare. Trump's bill also does other things, but these are the two primary Republican reasons to support this Phase 1 bill.

The Democrats are going to block a full bill because they'll filibuster and deny cloture in the Senate. The only way we can achieve any progress on Obamacare in a way that gets rid of these awful anti-freedom mandates, is through Budget Reconciliation which is very limited on what can be done. More can be done through changes in regulations in Phase 2 but only after Phase 1 is done, and other laws they plan to pass in Phase 3 like repealing McCarran-Ferguson Act of 1945 and expanding HSA's.

Trump was elected to repeal the mandates and tax penalties and "erase the lines" which is repealing McCarran-Ferguson. This Phase 1 bill repeals the mandates and Phase 3 will repeal McCarran-Ferguson.

I hope we can all unite behind getting rid of the mandates and tax penalties with this bill because that helps so many millions of Americans and small businesses this year.

You make valid and points Judy, always with passion and conviction. I agree with you we must fix healthcare and have tax reform. These times are critical and there is no doubt that the knives are out for President Trump and the time frame for success is limited.

Fixing healthcare must not allow illegal aliens to access it as we know. Say it now, write it now, not later if they want those extra votes and trust.

We should point out to the President and to lawmakers our displeasure at any efforts to side with globalists, big business, the Chamber, the elite, open borders, others.

The DACA broken promise and other things have made me increasingly skeptical of President Trump. By the President continuing DACA my state may grant in state tuition. This is upsetting to me personally as I believe that efforts to revive this again would have died if DACA had been discontinued. I don't like thinking they are gaining leverage. Now @ 60,000 since President Trump came to office. We cannot swarm our legislators everyday like the illegal aliens and their surrogates do so the President needs to send a powerful message aside from talking. Tomorrow a large number of illegal aliens will walk through my state legislature. Instead of being arrested they may get a benefit they should never receive. Americans will be at work or elsewhere and their representatives may side with foreign citizens.

We need to continue to voice our opinion to our Congress members and to the White House. Opposition voices are loud.
