    Salvadoran IA charged with raping child

    More IA family values and just the type of people who will be newly minted citizens if any Democrat, or McCain, Huckabee or Ghuliani become president.

    LA VERGNE, Tenn. - An 18-year-old Salvadoran man was arrested and charged with raping a child.

    Authorities said he should not have been living in the United States because he emigrated illegally.

    Police arrested Diego Francisco Escobar-Landaverde for allegedly raping a 12-year-old girl.

    Police said he initially denied having sex with the girl over weekend. The girl told her mother what happened the next day.

    "He then admitted having sex with a 12-year-old," said La Vergne Police Chief Ted Boyd.

    Police are linking Escobar-Landaverde to a sexual attack on a young girl inside a vacant mobile home.

    His charge renews an ongoing debate about how to trace illegal immigrants who are, in the eyes of some investigators, untraceable.

    Boyd said he doesn't have a Social Security number or driver's license.

    More and more illegal immigrants crowd county jails.

    This leaves sheriffs and police chiefs wondering how to charge them, whether to deport them or not and how to get around an obvious language barrier.

    "It's a problem," said La Vergne Police Lt. Stace Thompson.

    A stumbling block, police said, is no excuse for breaking the law.

    "I don't think that there's a clear understanding that it's not acceptable here by those people when they come from some other place," Thompson said.

    Escobar-Landaverde is from El Salvador.

    "Right now, it would appear that he should not be here," Thompson said.

    Escobar-Landaverde was deported out of Rio Grande, Texas, nearly two years ago.

    The federal government is extending a helping hand to police, offering training on how to handle such foreign offenders.

    It is an idea the chief in La Vergne embraces.

    "It's something we're going to look into, and if it's feasible and it's something that we can do to help our community -- then we're going to do it," Boyd said.

    Escobar-Landaverde's relatives, who speak little English, claimed he has until this March to get out of the country.

    He told police it was consensual sex, but the alleged victim, who is also Salvadoran, disagreed.

    Agents from Immigration and Customs Enforcement will take him into custody after La Vergne police finish with him.

    Rutherford County Sheriff's deputies are also on-board with the government's 287-G program, a how-to course on handling illegal immigrants.

    But a spokesman said, for some reason, ICE officials have pushed back the start date.

    Lt. Thompson is right.....to a degree.

    We were shocked to hear IAs in our development who are of the impression that it is only illegal to engage in sexual activity with an American minor.

    They honestly thought that it was perfectly alright if the two parties involved were from countries south of the border where it is all part of the culture and not considered criminal. They also were confused as to how such contact could be considered non-consensual when consent is not an issue in their countries where female submission and male dominance are also the culture.

    The most disturbing to me, however, is the parents and other relatives who not only condone relationships between these very young girls and adult men, but often times set them up and encourage them. It is just a huge non issue where they are concerned and, while I'm sure that anchor babies are mistakenly viewed as a huge plus for the herd, it would be going on whether they were here or back in their own countries because it's just how things are done amongst these people.

    I really think that a big part in turning around the countries these folks are coming from is to start stressing education for both the male and female children and break the work & breed cycle they are mired down in.

    Just another reminder why LEGAL immigration should be a deliberate, stepwise, vetting and assimilation process. Once the applicant has gone through the steps, there can be no question that they have an understanding of our culture and laws and our expectation of them. ILLEGAL immigration, on the flip side, bypasses all of this thereby encouraging any propensities for criminal activity an individual may already possess and encourages any unacceptable 'cultural' practices they may bring from foreign lands.
