Santa Ana lawmaker's bill would let notaries accept Mexican

Correa is another mexico first, illegal invader supporter inside our own government, representing Santa Ana, home to his beloved illegal invaders! Assemblyman Juan Arambula, D-Fresno is another mexico first traitor in the CA assembly!

SACRAMENTO – Mexican citizens living in California could use a controversial identification card issued by the Mexican government for business transactions under legislation introduced by Orange County state Sen. Lou Correa.

The Santa Ana Democrat's proposal, Senate Bill 461, would allow notaries in California to accept Matricula Consular cards as valid identification for executing property transfers and other official transactions.

The Mexican government, through its consulate offices, issues Matricula Consular photo ID cards to Mexican nationals living outside of their country, regardless of their emigration status. The cards have a reputation for being easily forged and are criticized as the ID of choice for illegal immigrants.

A few years ago, Bank of America, Wells Fargo and others were blasted for accepting the Matricula to open checking accounts.

Correa, however, said he's looked into the cards' security features and he's confident they're secure. But even so, he said he welcomes careful scrutiny of the Matricula as his bill moves through the Legislature. He views his proposal as a chance to "kick the tires, so to speak, of the Matricula to see if the safeguards are up to what we consider safe enough to use on a notary public."

"This is not about anything but just to make sure there's more commerce," said Correa, who added that he introduced the legislation after constituents told him it would help businesspeople.

"This legislation is really another effort to advance the free flow of goods and services," Correa said.

Unbeknownst to Correa, Assemblyman Juan Arambula, D-Fresno, has introduced the identical proposal in Assembly Bill 442. Arambula calls the Matricula "a very difficult document to obtain" and said its safeguards "are equal to or greater than what's required to get a California driver's license."

"I should point out that the use of the Matricula Consular is approved by the county of Fresno, with the vast majority of its members Republican," Arambula said.

Even so, Nevada is the only state that permits its notaries to accept the Matricula, according to the National Notary Association, an organization of notary professionals, which opposes any legislation that would allow notaries to rely solely on the Matricula to verify a client's identity.

"The U.S. Department of Justice and the Federal Bureau of Investigation have conducted exhaustive research on the Matricula Consular card and concluded it is 'not a reliable form of identification, due to the non-existence of any means of verifying the true identify of the card holder,' " notary association Executive Director Timothy Reiniger wrote in a draft letter opposing Arambula's bill.

Regardless of the security concerns, Jim Gilchrist, president of the Minuteman Project, said the bills should be opposed because of the message they send and because they erode the sovereignty of our nation.

"I think it encourages more of the same," he said, "the illegal immigration invasion."

Correa, known as the Legislature's most conservative Democrat, acknowledges that introducing this bill could further stoke the ire of conservatives who are already mad at him for voting for a tax increase when he promised he wouldn't. But the senator said in this economy the state can't afford any sacred cows.

"These are difficult economic times," Correa said. "We're going to make decisions, we're going to do things we would not normally do, for the sake of keeping jobs."

This is why California is destroyed. Every other State in this Union is going to be in the same situation. More illegals that vote=more Lou Correas until we completely collapse as a country.

I agree, it's time to rid this state of the illegal alien sacred cow that is paying little if any taxes and using billions in state services.

Another California politician who is willing to betray this entire country in order to pass his ethno-centric, illegal invader, mexico first agenda!

How much more are we supposed to take of this treasonous behavior from our elected officials? Anyone who doesn't think illegal invaders are voting in this state is insane! This state is corrupt to the core!!!

What security features and is Correa some sort of document expert? Saw a program today on counterfeiting and deep in the Colombian jungle was a huge counterfeiting operation, churning out fake US dollars. With all the corruption in Mexico, I am sure their drug cartels have counterfeit ID plants all over the country.

Some Hispanics are passing legislation that benefits their own people and ignores the rest of Americans. If Hispanics cant represent America, they should be fired from holding any position in our government.

Who says illegals don't vote? First of all, every Congressional district is apportioned by population and not citizenship or legal residency. So illegals get representation through the back door. And not just the front door when they use stolen, phony or altered social security numbers to register to vote and then go ahead and vote. And Mexico is not the only country that issues these type of cards. So do other countries. But I am thinking that maybe this type of a law would violate the 14th amendment since only the Consular card would be recognized? What about illegals from other countries? If this became law somebody would sue and no doubt the judge would rule that all the different cards be included.
