In an attempt to ‘repel invasion' in the Republic State of California, the people of the state unanimously voted on Proposition 187 proclaiming "The People of California" – not the people of the United States – find and declare as follows:
That they have suffered and are suffering economic hardship caused by the presence of illegal aliens in this state.
That they have suffered and are suffering personal injury and damage caused by the criminal conduct of illegal aliens in this state.
That they have a right to the protection of their government from any person or persons entering this country unlawfully.
Therefore, the People of California declare their intention to provide for cooperation between their agencies of state and local government with the federal government, and to establish a system of required notification by and between such agencies to prevent illegal aliens in the United States from receiving benefits or public services in the State of California."
Judge Pfaelzer issued a permanent injunction pending trial based upon the decision in the Texas case, Plyler v. Doe. Judge Pfaelzer asserted
"Texas tried to deny public education to illegal aliens. The Supreme Court ruled for the illegals, based on two pillars: 1) there were supposedly not enough illegal aliens students in Texas public schools to be a financial burden to Texas, and 2) Congress was contemplating an amnesty for illegal aliens in the U.S. (that occurred in 1986), and illegal alien students who were to be made legal would not be educated. Neither of those conditions existed in 1994."
the federal government doesn't mind spending billions for illegals, maybe if the states forced them to fund border security it will get their attention"Those who cannot learn from history are doomed to repeat it" George Santayana "Deo Vindice"

Badthingsman had the nerve to say:
Arnold is putting pressure on the federal government to address the burden of excessive illegal immigration financially. I guess that's a good idea considering how the government weighs every issue on dollar amounts.
Maybe it will work.
Here's why:
His "Illegal immigration is a Federal Issue" mantra is complete CRAP

Got ya. I'll pay my "fair" share until we can get this Fed to do their job. Didn't know about the proposition and court action. Thanks to Californian's for trying.
yep, California and Texas tried -- the citizens and the states were overruled by illegals and the federal courts"The only thing necessary for the triumph of evil is for good men to do nothing" ** Edmund Burke**

Maybe it will work.
Here's why:
The people call for the government to help them out with a problem.
The government does not want to deal with the issue because it is complicated and expensive to correct.
Arnold finds a legitimate way to hold the federal government financially responsible for the problem(s) resulting from illegal immigration.
The government cannot respond with emotional speeches and dramatic news reports of busts.
A certain dollar amount is either met or it is not met.
No gray area.
The federal government is left to decide whether they want to set up payments with no means to an end or actually do something about the problem, so they will not owe future money for the same problem.
