If this is the definition, then 90% of adult illegals are "undocumented criminal aliens", who have all comitted felony ID and SSN theft or fraud, they have just not been documented and convicted of it yet.
Nationally, just over half of removals reported by ICE so far this year have involved "criminal aliens," which the agency defines as anyone convicted of a crime other than illegal entry.

Come to think of it, wouldn't it be better for local and state governments to prosecute the illegals for their document crimes, rather than immigration crimes? That way they would be a "criminal alien", and have to be deported by the feds? The feds could not complain or refuse since this is their policy?
