    Authorities report knifepoint kidnapping: Two suspects, illegal aliens, remain at large

    A failed kidnapping attempt has left authorities searching for two 20-year-old men, both illegal immigrants, who were employees at a Hillsboro-area dairy farm.

    The incident occurred on Dec. 15, Vernon County Sheriff's Department Chief Deputy Jim Hanson said. Israel C. Valtazar, 20, and Flavio B. Nagera, 20, reportedly took co-worker Francisco Lobos, 23, by knifepoint from Ocooch Dairy Farm, E16483 Kouba Valley Road, near Hillsboro.

    Lobos was forced into a van, which Nagera was driving, at 7:30 p.m. Meanwhile, Valtazar was alleg-edly holding a knife to Lobos' throat.

    "I am going to kill you," Valtazar told Lobos, according to the criminal complaint.

    When the van was stopped in Hub City in Richland County, Lobos escaped by scuffling with Valtazar and bolting out the van door, Hanson said. Lobos was cut on his left thumb during the escape.

    Lobos said Valtazar and Nagera held him against his will for about 20-to-30 minutes before his escape. Lobos fled and hid before running into a tavern and contacting Richland County authorities. Vernon County authorities were notified of the crime at 10:30 p.m.

    Hanson said the Immigra-tion and Naturalization Service in Milwaukee reported to the sheriff's department on Friday that Valtazar and Nagera both are illegal immigrants.

    "We've been informed their documentation was fraudulent," Hanson said.

    Valtazar, Nagera and Lobos had the necessary paperwork to be hired by Ocooch Dairy Farm, Hanson said, but Hanson added that sometimes the identification papers prove to be false. No information was available from the INS, Friday, on Lobos' paperwork, Hanson said.

    A press release by the Vernon County Sheriff's Department said, "Following an intensive investigation that took investigators to several other Wisconsin cities, it is believed the kidnapping was motivated by Lobos having contact with the girlfriend of Valtazar."

    Hanson said the sheriff's department waited 12 days before releasing information about the kidnapping because it had received information that Valtazar and Nagera may be coming back to this area.

    "We didn't want to tip them off, we just wanted to pick them up on a warrant when they showed up," Hanson said.

    However, it appears Valtazar and Nagera have fled the region. During the investigation, it was discovered that the pair had contacted Valtazar's girlfriend asking her to travel to Mexico with them.
