It involves human beings who blatently break our laws. It involves families that have no respect for our laws. It involves loved ones, children and the seperation of those individuals. These individuals knew full well what the risks were and decided to go ahead and break the laws and risk seperation of their own families anyway. Whos fault is that? Not ours.
