    Inmate Escapes After Checkout

    HARRISONBURG - A Rockingham County Jail inmate escaped custody Thursday after being checked out of the jail by law enforcement personnel.

    Julio Cesar Rosales-Montoya, 21, was arrested Wednesday on drug charges and a charge of obstructing justice, according to court records.

    He was checked out of the jail Thursday around 1:30 p.m. for "investigative purposes," according to a statement from the Rockingham County Sheriff's Office.

    Rosales-Montoya was last seen on Reservoir Street near Cantrell Avenue, the statement says.

    Details of his escape were not released Thursday.

    Sgt. Felicia Glick of the sheriff's office declined to identify which law enforcement agency had Rosales-Montoya in custody when he escaped.

    Glick also declined to say why he was taken out of the jail except to say "for investigative purposes."

    Rosales-Montoya, who lived in Harrisonburg when arrested, is an illegal immigrant from Honduras, according to the sheriff's office.

    U.S. Immigration and Customs Enforcement has a detainer for him, Glick said. The detainer means once criminal proceedings are finished, he would be held until ICE resolves his immigration status.

    Glick said Rosales-Montoya will face more charges upon being apprehended.

    Rosales-Montoya is described as a dark skinned with black hair and brown eyes, according to the statement. He was last seen wearing a light blue T-shirt and blue shorts, but might be wearing a black football-style jersey with "32" in gold numbers.

    Oh great, another drug dealing illegal let loose. The description really narrows down the search field too. I guess they didn't notice if he was tall, short,fat, skinny, young or old ... the obvious stuff must've slipped their collective minds!

    HARRISONBURG - U.S. marshals apprehended an escaped Rockingham County Jail inmate in Roselle, N.J., according to a Rockingham County Sheriff's Office spokeswoman on Friday.

    Police say Julio Cesar Rosales-Montoya, 21, escaped Thursday after being checked out of jail about 1:30 p.m. to assist unidentified authorities with an investigation.

    According a statement from the sheriff's office on Thursday, Rosales-Montoya was last seen in Harrisonburg on Reservoir Street near Cantrell Avenue.

    Rosales-Montoya's return to Rockingham County will depend on how quickly the escaped inmate can be extradited from New Jersey, said Rockingham County Sheriff Donald Farley on Friday.

    Rosales-Montoya of Harrisonburg was arrested Wednesday on drug charges and obstructing justice.

    According to the sheriff's office, Rosales-Montoya is an illegal immigrant from Honduras.

    The U.S. Immigration and Customs Enforcement had a detainer on Rosales-Montoya.

    The detainer means that ICE would determine his immigration status after criminal proceedings are concluded.

    Rosales-Montoya likely faces additional charges because of the escape, according to a sheriff's office spokeswoman.

    This Happend 3 blocks from my house. This exactly what I expect from the Harrisonburg Police Department. They didnt even charge the Illegal that hit my daughter in front of my house. Even though she doesn't have a liscence, was going at least 45mph in a 25mph zone, and according to the cop on the scene it was not the first time she was caught driving without a liscence. This illegal is still working at McDonalds at the same intersection that this prisoner excaped. Way to go H.P.D.
