Inmate Escapes After Checkout

HARRISONBURG - A Rockingham County Jail inmate escaped custody Thursday after being checked out of the jail by law enforcement personnel.

Julio Cesar Rosales-Montoya, 21, was arrested Wednesday on drug charges and a charge of obstructing justice, according to court records.

He was checked out of the jail Thursday around 1:30 p.m. for "investigative purposes," according to a statement from the Rockingham County Sheriff's Office.

Rosales-Montoya was last seen on Reservoir Street near Cantrell Avenue, the statement says.

Details of his escape were not released Thursday.

Sgt. Felicia Glick of the sheriff's office declined to identify which law enforcement agency had Rosales-Montoya in custody when he escaped.

Glick also declined to say why he was taken out of the jail except to say "for investigative purposes."

Rosales-Montoya, who lived in Harrisonburg when arrested, is an illegal immigrant from Honduras, according to the sheriff's office.

U.S. Immigration and Customs Enforcement has a detainer for him, Glick said. The detainer means once criminal proceedings are finished, he would be held until ICE resolves his immigration status.

Glick said Rosales-Montoya will face more charges upon being apprehended.

Rosales-Montoya is described as a dark skinned with black hair and brown eyes, according to the statement. He was last seen wearing a light blue T-shirt and blue shorts, but might be wearing a black football-style jersey with "32" in gold numbers.
