Father and Son Charged with Operating Prostitution Ring

WILMINGTON, SEAFORD and FRANKFORD, Del.- Police in Delaware on Sunday busted a father and son on racketeering charges as well as allegedly running an illegal prostitution network.

Moises Dominguez-Cruz, 53, and his son, Juan C. Dominguez-Piedra, 26, are accused of directly and indirectly controlling the transportation of female prostitutes from New York City to a rendezvous point in Wilmington. They are also accused of controlling houses of prostitution, and Dominguez-Cruz is accused of forging documents in an effort to deceive law enforcement officials.

According to the Delaware State Police, on Sunday, March 19, the Delaware State Police Special Investigations Unit (SIU) - along with officers and agents from Seaford Police Department, U.S. Citizenship and Immigration Services, U.S. Immigration and Customs Enforcement, U.S. Department of Labor, Delaware Division of Revenue, Georgetown Police Department, Felton Police Department, Laurel Police Department and Delaware Department of Correction - executed three search warrants as a result of a year-long investigation.

The first search warrant was executed at the home of Dominguez-Cruz, located at 1627 Newport Gap Pike outside of Wilmington. Dominguez-Cruz and Dominguez-Piedra were both apprehended at this location and taken into custody. The police say officers then searched the home and seized $9,374 in cash, four vehicles and business records of the alleged operation.

Moises Dominguez-Cruz was charged with organized crime and racketeering, three counts of promoting prostitution, two counts of forgery, three counts of criminal nuisance and one count of conspiracy. Dominguez-Cruz was jailed in the Sussex Correctional Institution in lieu of $129,000 cash bond.

Juan C. Dominguez-Piedra was charged with organized crime and racketeering, two counts of promoting prostitution and two counts of criminal nuisance. Dominguez-Piedra was locked up in the Sussex Correctional Institution in lieu of $95,000 cash bond.

The second search warrant was executed at 48 North Pine Street in Seaford. As a result of this search warrant the following suspects were apprehended and arrested:

Pedro Cruz Gonzalez-Ayala, 48, of Seaford, was charged with promoting prostitution, possession of a deadly weapon during the commission of a felony, conspiracy, possession of marijuana and possession of drug paraphernalia.

Antonio Avila-Nava, 29, of Seaford was charged with promoting prostitution, possession of a deadly weapon during the commission of a felony, conspiracy, possession of marijuana and possession of drug paraphernalia.

Hortencia Marcos-Orozco, 23, of Queens, N.Y., was charged with prostitution, possession of marijuana and possession of drug paraphernalia.

Imanda Rodriguez-Duran, 22, of Seaford, was charged with prostitution, possession of marijuana and possession of drug paraphernalia.

Cindy Quintinilla, 21, of Seaford, was charged with prostitution, possession of marijuana and possession of drug paraphernalia.

Evelio Ramirez-Santos, 28, of Ellendale, was charged with patronizing a prostitute.

Isaijh Lopez-Perez, 31, of Georgetown, was charged with patronizing a prostitute.

Adomal Velasquez-Roblero, 18, of Georgetown, was charged with patronizing a prostitute.

Amilca Augusto-Roblero, 20, of Guatemala, was charged with patronizing a prostitute and resisting arrest.

Officers also seized $1,452 in cash and business records at the home on North Pine Street.

The third search was executed at 214 Twin Cedars Apartments outside of Frankford. As a result of this search warrant the following suspects were apprehended and arrested:

Elizabeth G. Cabrera, 25, of Puebla, Mexico, was charged with one count of prostitution.

Silvia L. Martinez, 27, of Vera Cruz, Mexico, was charged with one count of prostitution.

As part of the investigation into this case, Hammonton (N.J.) Police Department also executed a search warrant in their jurisdiction. While executing the search warrant, police charged two females with prostitution, two males (acting as doormen) with promoting prostitution and 12 individuals with patronizing a prostitute. The police also seized a total of $3,550 in cash.
