    State Department issues 'worldwide' travel alert

    The U.S. State Department issued a rare worldwide travel alert on Monday, warning American travelers about the widespread threats posed by members of the Islamic State or copycat bombers.

    The alert said that there were increased terror threats from al-Qaeda, Boko Haram and ISIL, the term used by the federal government for the Islamic State in Iraq and the Levant, which has claimed responsibility for the Paris terrorist attacks. The alert also said people unaffiliated with the groups may be inspired by recent terrorist attacks in France, Nigeria, Denmark, Turkey and Mali.


    The alert comes as millions of Americans prepare to travel for the Thanksgiving holiday, and organizers of major events like the Macy's Thanksgiving Day Parade bolster their security preparations.


    "U.S. citizens should exercise vigilance when in public places or using transportation," the alert said. "Be aware of immediate surroundings and avoid large crowds or crowded places. Exercise particular caution during the holiday season and at holiday festivals or events."


    The alerts from State are usually focused on travel to specific countries for specific reasons, such as terrorism threats in Afghanistan, crime threats in Honduras, Ebola outbreaks in Sierra Leone or earthquake aftershocks in Nepal. But Monday's warning was global, meaning American passengers were asked to be on alert for possible terrorist attacks wherever they are traveling.


    The last time the State Department issued a similar worldwide alert was Dec. 2014.

    Hostages taken in French town of Roubaix

    Several people reportedly suffered gunshot wounds in incident near Belgian border in which bank director and family may have been held hostage

    There is a hostage situation in the northern French town of Roubaix near the Belgian border.

    Medical services in the area say several people have gunshot wounds, the Reuters news agency reported.


    Early suggestions are that the gunmen fled and took refuge after being stopped at a police road block. Locals said they heard gunfire around 7pm on Tuesday evening.


    The local newspaper La Voix du Nord reported automatic gunfire and “several injured”. The area around the flat at avenue Delory has been sealed off.

    There are conflicting reports over whether the gunmen are in a flat or in a service station.

    “An operation is under way after hostages were taken. Gunshots were fired and the neighbourhood has been cordoned off,” a police source told Reuters. “A bank director and his family may have been taken as hostages.”

    It was unclear if the incident was terrorism or a robbery gone wrong.

    At Least 12 Dead in Attack on Tunisia Military Bus

    TUNIS — At least 12 people were killed on Tuesday after an explosion tore through a bus full of Tunisian presidential guards in an attack one source said was probably carried out by a bomber detonating his explosives in the vehicle.

    Ambulances rushed wounded from the scene and security forces closed off streets around Mohamed V Avenue, one of the major streets in the capital Tunis and where the charred wreckage of the bus lay not far from the interior ministry.

    It is the third major attack to strike Tunisia this year after a militant killed 38 foreigners at a beach hotel in June and gunmen killed 21 tourists at the Bardo Museum in Tunis in March. Islamic State claimed both those attacks.


    Security sources said the guards were boarding the bus to be taken to the presidential place on the outskirts of the city when the explosion hit. One presidential source said it was likely that a bomber had detonated his explosive belt inside.


    "I was on Mohamed V, just getting ready to get into my car, when there was a huge explosion. I saw the bus blow up. There were bodies and blood everywhere," said Bassem Trifi, a witness.


    At least 12 guards were killed and 17 wounded, according to an interior ministry statement.


    President Beji Caid Essebsi canceled a trip to Europe he had planned for Wednesday.


    Mohamed V is a major boulevard usually packed with traffic and pedestrians, and the site of several hotels and banks.


    Fighting Islamist militants has become a major challenge for Tunisia, the small North African country that was hailed as a blueprint for democratic change in the region after an uprising in 2011 ousted autocrat Zine Abidine Ben Ali.


    Tunisia has had free elections and is operating under a new constitution and a broad political consensus that has allowed secular and Islamist parties to overcome a crisis that threatens to overturn their young democracy.


    But several thousand Tunisians have also left to fight in Syria, Iraq and Libya with Islamic State and other militant groups, and some have threatened to carry out attacks at home.


    The army has also been fighting against another Islamist militant group in the mountains near the Algerian border.

    Militants have hit checkpoints and patrols in rural areas in the past.
