    I keep raising the issue of whether states can actually grant driving privileges to illegal aliens under the treaties we have signed. Sure is hard to get a favorable answer. An American who wanted to drive in another country (ex. Mexico and Canada)would need to get an International Drivers Permit. And that's what most people from other countries would do to be able to drive here. This is part of teh three Conventions on Road Traffic that we have signed on to. It's international protocol. The tourism industries welcome foreign visitors, but the government want to be sure that anyone operating a motor vehicle is duly qualified.

    I've been told that individual US states, like California, can go beyond this treaty and award privileges. Hey...not so fast. There may be reasons why the federal government entered into this treaty, and international treaties take precedence over state law. The federal government has decided that foreign persons who want to operate a motor vehicle while in the US, must have a license from their own country. Now if a foreign individual becomes a resident here the state law would apply. But illegal aliens are not legal residents.It doesn't matter how many years they have been here; without authorized admission they are still residents elsewhere.

    Is it just me or does this seem like alot of money for just 10-11 million illegals in the whole USA. Over 12 million for each of the 10-11 million illegals here. This is just in California. Are we being played?
