The problem with the Arizona E-Verify is pulling their business license. That should not be the punishment. The punishment should be jail time, not business closure. You change that law to 30 day mandatory jail sentences for any person who approved the hiring without an E-Verify check, and you'll see that number jump from 58% to 90% in a heart-beat.
