Study: US system for immigrant kids is improving

DALLAS (AP) - A study says conditions have improved for illegal immigrant children in federal custody who arrived in the United States without parents or guardians.

But the study released Wednesday also finds children still being held in inappropriate conditions, with inadequate services and overly harsh discipline. The study examines the effects of a 2003 change in the system for overseeing the children.

Researchers visited facilities in Texas and elsewhere for the study, conducted by the Women's Refugee Commission and a law firm.

The Department of Homeland Security and the Administration for Children and Families did not immediately return telephone calls Wednesday.

The commission was previously called the Women's Commission for Refugee Women and Children.
