if he has just been asked to come to the hearing then yes he can

if has has been supeoned and refuses then congress can hold him in
contempt, just like they are trying to do with harried myers right now

There are two people doing it right now from Gonzales's office's although congress say's they are going to slap them with contempt after the Aug. recess . It has turned into a power struggle between the white house and congress.
I imagine Bush will win as he usually does seeing as this congress has no backbone to stand up to him right or wrong.

Looking at the border situation, and reading this, one might get the idea that our government wants the drug trade to continue????????

There is lots of money in drugs - lots of money.

Who knows what monies from the cartels are making its way back to the Mexican (and or American) government(s). It would explain this administration's lack of effort to control the drugs coming into the U.S. I mean, afterall, isn't the Bush admin trying to bolster Mexico's wealth in prep for or as part of the NAU? He's even willing to keep the border open while Al Qeada continues to threaten us.
