    A bipartisan task force will recommend today that the United States overhaul its immigration system in response to national security concerns, saying that the country should end strict quotas on work-based immigrant visas to maintain its scientific, technological and military edge.

    "The continued failure to devise and implement a sound and sustainable immigration policy threatens to weaken America's economy, to jeopardize its diplomacy, and to imperil its national security," concluded an independent Council on Foreign Relations panel, co-chaired by former Florida governor Jeb Bush (R) and former Clinton White House chief of staff Thomas V. "Mack" McLarty III.

    The report comes as President Obama and Congressional Democrats say they expect to begin debate on a comprehensive immigration plan within a year. But key Republicans -- including Sen. John McCain (R-Ariz.), the 2008 Republican presidential nominee and co-sponsor of previous overhaul legislation -- have said a plan must include expanding temporary-worker programs.

    The panel did not recommend allow more guest workers, but threw its support to a 2006 recommendation by the Migration Policy Institute that was endorsed by labor union leaders to create a standing commission to establish future legal immigration levels based on economic conditions. It also called for strong border enforcement and a mandatory work document verification system based on fingerprints or eye scans.

    "In the global competition to attract highly talented immigrants, the United States must ensure that it remains the destination of first choice," the group concluded, such as by minimizing restrictions on scientific collaboration and permitting broader recruitment of newcomers who bolster U.S. military capabilities. "America's long-term security depends on maintaining its place as a world leader in science and technology."


    The panel also recommended "earned legalization, not amnesty" for an estimated 12 million illegal immigrants now living in the United States, requiring those who wish to stay to work, pay taxes, learn English, pass background checks, pay fines and wait their turn behind legal immigrants.

    Sen. Charles E. Schumer, chairman of a Senate immigration subcommittee that is taking the lead on reform legislation, said the recommendations track his plans for the bill, particularly the "biometric" document verification system. "Their basic principles are similar to ours," Schumer said in a statement, ". . . but there are lots of details that must be filled in."

    Advocates for reduced immigration said that Republicans want the guarantee of more guest workers because business groups fear that a commission will be unable to keep up with market needs for foreign workers, anticipating Democrats will cater to labor concerns about wage suppression and worker abuses.

    "The unions haven't really switched back to the restrictionist side, but the logic of reduced immigration is inescapable," said Mark Krikorian, executive director of the Center for Immigration Studies, recently wrote.

    Edward Alden, the task force's director and a CFR fellow, said the involvement of Bush, a prominent national Republican and the brother of former president George W. Bush, and McLarty, a Democrat and senior international fellow at the U.S. Chamber of Commerce, was intended to create political space for centrists in both parties.

    "Politically what this group shows is a consensus is possible on this issue," Alden said. "There is a commitment on all sides of the political debate to much tougher and more consistent enforcement . . . The trade-off on the other side is, you've got to have a flexible enough system in which it will be possible to adjust" employer-based immigration based on economic conditions, he said.

    Also serving on the 19-member panel were Eliseo Medina, international executive vice president of the Service Employees International Union; Raul H. Yzaguirre past president and chief executive officer of the National Council of La Raza; Robert C. Bonner, former head of U.S. Customs and Border Protection and the Drug Enforcement Administration; and Richard D. Land, president of the Southern Baptist Convention's ethics and religious liberty commission.

    The illegals can come with conditions.

    I think we should tell the illegals they can come to our country if they pay for their own health care, social services and/or any other expenses they and/or their families incur. Also if they don't take any jobs from Americans and they pay for all the expenses of any babies they may drop while in our country. Also, they agree to learn English and speak their native language only in their homes and/or in private settings. And they pass a criminal backround check as well as pass a complete health exam. And if they are convicted of ANY crimes in our country, they understand that they will NEVER be allowed on US soil ever again after serving out their time. They and/or their familes will be responsible for their legal expenses for trial and if they serve time in our jails. If they don't pay for the services they recieve in the criminal process they go to work camps that build homes for displaced American workers.

    Illegals also should not be given any credit or be able to own property, many using fake SSNs. E-Verify should also be extended to all banks and loan businesses that deal in loaning money. They should also not be able to get any credit to buy cars nor should they even think of driving. Our public transport systems need support.

    This is exactly what was called amnesty in 1986, they have just changed the name to try and sneak it through.

    Of course since the CFR is pushing this it has nothing to do with immigration at all, actually it is all about Continental Integration.

    Not too long ago I read an article concerning the high rate of unemployment among U.S. teenagers and now I see that Elitists want to give Blanket Amnesty to the ILLEGALS and leave the number of various visas such as the "H-1B" visa wide open. This would allow U.S. corporations to hire non U.S. Citizens to force down "labor cost" instead of hiring U.S. teenagers for what we use to call "entry level" jobs or U.S. Citizens with appropriate training and experience for the "technical" jobs.

    I worked from the time I was 12 thru college at various "entry level" jobs that are no longer available to Teenagers who are United States Citizens; mowed lawns (many of these jobs now given to ILLEGALS by ILLEGAL EMPLOYERS), cleared land for housing (again jobs now given to ILLEGALS by ILLEGAL EMPLOYERS), dug ditches and laid pipe for city water lines (yet again jobs now given to ILLEGALS by ILLEGAL EMPLOYERS), worked turnarounds at refineries during the summers (as you may have guest by now, jobs now given to ILLEGALS by ILLEGAL EMPLOYERS), stocked groceries overnight (you know, again jobs now given to ILLEGALS by ILLEGAL EMPLOYERS), and etc.

    Maybe our Government should subsidize U.S. Teenagers and U.S. Citizens for the lost opportunity to earn money for education or daily living that the ILLEGALS and their ILLEGAL EMPLOYERS have stolen, but of course the education would not be as valuable if it was just another HANDOUT as the ILLEGALS and their Anchors believe they are entitled.

    There are also many U.S. Citizens who have the training and experience for the "H-1B" visa technical jobs. They are not considered because they have "too much" experience and would expect more from the U.S. Companies than the foreign workers who would not "create" problems as would those PESKY U.S. Citizens. The foreign "H-1B" visa workers function more or less as "throwaway" workers if they were to create problems.

    This report is a joke and I hope US Citizens realize it is another attempt by the OBL's to "Scare" us into submission.

    It shows the level of contempt for us all by the "One World Order Crowd".

    They apparently think we are all lowly morons . What credentials do they have to be Experts on ANYTHING except being traitors to the United States and "We The People".

    The only one I am surprised by is Jeb Bush,he is the only Bush I thought had some common sense.Sadly I was wrong !!
