I've got an idea. How about we cut that down to 9 months and send them home in waves. The first group, those folks without children or proof of home ownership can be sent home in 3 months. The next group, those with children and no proof of home ownership can be sent home in 6 months. The final group, those owning a home (9 months to sell home) can be sent home at the 9 month mark. I think that's a more than reasonable compromise. 18 months for all of them is ridiculous.
