Man pleads guilty to Mandeville lakefront nudity and resisting arrest

In exchange for a February afternoon spent naked and "acting strangely" on the Mandeville lakefront then punching the two cops who tried to arrest him, a 25-year-old man pleaded guilty Wednesday and accepted four years in prison.

Emilio "Kelvin" Galan, an illegal immigrant from Honduras, will likely be deported for the conviction, state Judge William Burris told him.

Just after 4 p.m. on Feb. 20, someone called the Mandeville Police Department to report a "nude male acting strangely" and "yelling 'bomb.'" By the time police arrived, the man had put his jeans and his boots on and was laying on the ground, according to Officer Eric Gulino, spokesman for the police department.

The officers asked him to stand up, which he at first refused to do. Then he jumped up and ran at the officers, Gulino said. They tasered him and he dropped to ground and rolled around. The taser wires snapped.

Galan jumped to his feet and ran toward the seawall, Gulino said. He was trying to climb over it, presumably to leap into the lake, when police got a handcuff around one wrist.

Galan punched each officer repeatedly, Gulino said, until they were able to subdue him and secure the handcuffs. He was taken to the hospital for drug and alcohol tests. Neither Gulino nor Rick Wood, spokesman for the St. Tammany Parish District Attorney, knew the results of the tests.

Assistant District Attorney Bruce Dearing agreed to not pursue sentencing as a habitual offender if Galan pleaded guilty.

He was arrested last October and booked with flight from an officer, simple assault, improper lane usage and driving without a license. He didn't show up for court, so the judge ordered his bond be forfeited and issued an attachment for his arrest.

Galan is accused of driving erratically, then leading police on a short chase through old Mandeville. When they finally got him stopped and arrested, he was allegedly combative and began beating his head against the patrol car.

He is also alleged to have told the deputy driving him to jail that he would kill him and everyone he knows.

Galan will be back in court this afternoon to answer to those charges.
