Solid steel would be much more expensive and extremely heavy. Hardened steel could be using for the casing but this would also be expensive. Safe manufacturers put pellets of very hard material in the walls of safes to break the blades of anything attempting to cut through. This could be done with the concrete in the pillars at a modest cost.
